On December 14, 2005, Premier Wen Jiabao of the State Council met with Indian Prime Minister Singh in Kuala Lumpur.

Wen said that both sides are important neighbors to each other, as well as large developing nations. There is more common interest than divergence, more common ground than difference and more cooperation than competition between both sides. Their enhanced cooperation not only benefits 2.3 billion people of the two countries, but also is conducive to promoting peace, stability and development of Asia and the world at large. Currently, bilateral relations are developing very well. Both sides declared to establish their strategic cooperative partnership, which shows to the world that both sides are cooperative partners, but not competitors.

Wen pointed out that the rapid development of bilateral relations is the result of joint efforts by both sides and should be cherished with double efforts. Both sides should regard and handle bilateral relations from a long-term and strategic perspective. Now the focus should be put on the following two things. First, to seriously implement the important consensus reached between the leaders of the two countries, expand bilateral substantive cooperation in an all-round manner, combine trade, two-way investment and technology and push for bilateral economic and trade relations. Second, to do a good job in holding various activities in celebration of the "Year of Friendship between China and India" next year and build up mutual understanding and friendship.

Singh said that both sides are countries with ancient civilizations and have jointly made outstanding contributions to the development of mankind's civilizations. Both sides have responsibilities to strengthen cooperation and continue pushing for the progress of this region and the world at large. One of the priorities in India's diplomacy is to expand and deepen relations with China. China is delighted with the steady development of economic and trade relations. But since currently the trade volume doesn't match the population scale of the two countries, they should look for methods to continuously deepen cooperation and at the same time strengthen cooperation in the area of science and technology in a bid to jointly bring benefits to the people of the two countries and the world at large.

Both sides indicated that they will make joint efforts to advance the resolution of the border issue based on the spirit of the Agreement on Political Guiding Principles for Resolving the Boundary Issue between China and India.
