On November 19, 2009, China's Vice Foreign Minister Wang Guangya and Kazakhstan's Deputy Foreign Minister Nurlan Yerkembeyav, Chairman of the Security Cooperation Subcommittee of the China-Kazakhstan Cooperation Committee (CKCC) on the Kazakh side, co-chaired the fifth session of the Sub-Committee. The session was also attended by representatives from the Supreme Court, the Supreme Procuratorate, as well as foreign affairs, defense, public security (internal affairs), national security, justice and other departments of the two sides.

The two sides summed up the progress since the fourth session of the Sub-Committee in law enforcement and security cooperation and discussed the tasks and direction for the next phase. The two sides agreed to strengthen cooperation and exchange between the law enforcement, security and other departments to jointly crack down on "three evil forces", and enhance security coordination within the framework of Shanghai Cooperation Organization to jointly safeguard the security and stability of China, Kazakhstan and the region.
