On June 16, 2011, Chinese President Hu Jintao held talks with Russian President Dmitry Medvedev in Moscow. The two heads of state reviewed the accomplishments of bilateral relations over the past 10 years and had an in-depth exchange of views on the development of bilateral relations for the next 10 years.

President Hu pointed out this year marks the 10th anniversary of the signing of the "Good-Neighborly Treaty of Friendship and Cooperation between China and Russia". Guided by the principles and spirit outlined in the treaty, the Sino-Russian strategic partnership of cooperation has experienced unprecedented development, which is mainly reflected as follows: the two sides have completely resolved the border issues left over by history in the principle of mutual understanding and equal consultation, which is a good example for countries to resolve the border issues through dialogues and negotiations; the two sides have rendered each other strong support in relation to each other's sovereignty, security and development interests, especially the core interests of each other and the Sino-Russian relationship is the most critical and the most important strategic partnership of each other; the two sides have established relatively sound mechanisms of leadership meetings and departmental cooperation and have signed over 200 documents on bilateral cooperation, with the mechanisms and legal basis of bilateral relations being further improved; the bilateral trade volume has increased by over six times from about USD 8 billion in 2000 to nearly USD 60 billion in 2010, making each other the important trading partner of the other side; the two sides have implemented a number of large-scale cooperation projects in key areas such as energy, science, technology and local cooperation, with the cooperation in trade, economy and technology moving further ahead; the two sides have successfully carried out a series of cultural and people-to-people exchange activities such as the "Year of Youth Friendship", the "National Year" and the "Year of Languages", with the ties between the two peoples getting increasingly closer and the traditional friendship becoming growingly deeper; the two sides have jointly promoted the establishment of regional and multilateral cooperation mechanisms such as the Shanghai Cooperation Organization and the BRICS mechanism and have maintained close coordination and cooperation in global and multilateral frameworks such as the United Nations and the Group of Twenty (G-20), and the two sides have jointly safeguarded common interests and have improved the international status and influence of China and Russia. Promoting the Sino-Russian bilateral relationship has brought real and tangible benefits to the two peoples and has promoted regional and global peace and stability. China is satisfied with the results of bilateral relations.

Medvedev said over the past 10 years, the two countries have continuously strengthened bilateral political dialogues. The heads of state of the two countries met regularly and reached important consensus on the development of bilateral relations, which has injected strong vitality into bilateral cooperation in various fields. The meeting mechanisms between the two countries have improved at all levels. The exchanges between government agencies and legislative bodies have been constantly consolidated. The economic and trade cooperation has developed rapidly. The local exchange and cooperation have been continuously deepened. The border regions have become the bonds of mutual cooperation. The two sides have successfully held a series of events such as the "National Year" and the "Year of Languages". The two sides have continuously strengthened consultation and coordination in international and regional affairs and have jointly safeguarded world peace and stability. Russia is very satisfied with the development of bilateral relations in the past 10 years.

Hu pointed out the next 10 years will be a critical period for the development and revitalization of China and Russia and the two countries will face important opportunities to deepen the strategic partnership of cooperation in an all-round manner. China always regards the development of Sino-Russian relations as the main priority of China's external work. China is willing to work with Russia to redouble the efforts in the next 10 years to develop the comprehensive strategic partnership for common prosperity and generational friendship based upon equality, mutual trust and mutual support.

Hu stressed China will unswervingly take the road of peaceful development and will be firmly committed to building a harmonious world with lasting peace and common prosperity. China always regards Russia as an important force for the promotion of world peace and development and is willing to see a growing and strong Russia. The two sides should always adhere to the concept of peace and lasting friendship to deepen mutual strategic trust and increase mutual political assistance. Most importantly, the two sides should firmly support the choice of each other to take the road of development according to their own national conditions, firmly support the efforts of each other to safeguard the sovereignty, security and development interests, especially the core interests of each other, firmly support the development and revitalization of each other, and stay firmly committed to promoting the multi-polarization of the world and the democratization of international relations.

With respect to practical cooperation, Hu said the two sides should make joint efforts to bring the bilateral trade volume to USD 100 billion before 2015 and develop plans to bring bilateral trade volume to USD 200 billion by 2020. The two sides should continue to advance cooperation in oil and gas in the spirit of mutual understanding and win-win cooperation, continue to expand cooperation in such areas as nuclear power, coal, electricity, new energy and new technologies, and be committed to building a strategic partnership in energy. The two sides should strengthen investment cooperation, high-tech cooperation and local cooperation.

Hu said the two sides should give play to the coordination role of the committee on China-Russia cultural cooperation, stimulate the enthusiasm of government agencies and social communities, promote the exchange and cooperation in education, culture, health, sports, media, tourism and other fields in an all-round and pragmatic manner and continue to consolidate social foundation of bilateral relations. The two sides should continue to conduct various forms of civil exchanges and increase mutual feelings between the two peoples.

Medvedev said the two sides should strengthen economic and trade cooperation, continue to promote trade diversification, and increase the proportion of high-tech products. The two sides should promote and implement new ways of cooperation and further strengthen cooperation in the settlement in local currencies. The two sides should strengthen local cooperation and cooperation in finance, energy, aviation, aerospace, customs and other areas and upgrade bilateral cooperation in innovation to a new level. Russia expects China to increase investment in Russia and welcomes Chinese enterprises to invest in Russia. The two sides should further promote bilateral cultural exchanges, successfully run the "Year of Tourism" activities, consolidate and enhance friendship between the two peoples.

Prior to the talks, Hu attended the welcome ceremony held by Medvedev. After the talks, the two heads of state attended the signing ceremony of bilateral cooperation documents, signed a joint statement on international situation and major international issues, and issued a joint statement of the Chinese and Russian heads of state on the10th anniversary of the signing of the Good-Neighborly Treaty of Friendship and Cooperation. They also met with the journalists together.

On the morning of the same day, President Hu Jintao laid a wreath at the Monument to the Unknown Soldier.

On the afternoon of the same day, Hu Jintao and his wife attended the welcome banquet held by Medvedev and his wife. Subsequently, Medvedev and Hu Jintao addressed the concert in celebration of the 10th anniversary of the signing of the "Good-Neighborly Treaty of Friendship and Cooperation". On the evening of the same day, President Hu and his wife attended the family dinner held by President Medvedev and his wife.

Ling Jihua, Wang Huning, Dai Bingguo and other leaders also attended the above activities.
