Premier Wen Jiabao Holds Talks with His Cambodian Counterpart Hun Sen

On April 8, Premier Wen Jiabao of the State Council held talks with his Cambodian counterpart Hun Sen in Phnom Penh. Both sides exchanged in-depth views on developing bilateral friendly cooperative relations and other issues of common interest and reached consensus on establishing and developing bilateral comprehensive cooperative partnership. Wen pointed out that currently bilateral relations enjoy sound development momentum and both sides have kept close high-level exchanges, conducted effective cooperation in the economic and trade area and continuously expanded exchanges and cooperation in other fields. They have also maintained close cooperation in major international and regional affairs and there are no outstanding issues, but friendship, trust and cooperation, between both countries. China is satisfied that bilateral relations have steadily made new progress. Wen said that the Chinese government attaches great importance to relations with Cambodia and would like to strengthen exchanges and cooperation with Cambodia in all areas in the policy of good-neighborly friendship and continue to support the efforts of the Cambodian government in safeguarding state stability, consolidating national unity and developing economy. Wen indicated that bilateral relations have been entering a new development stage and both sides should seize opportunities, deepen bilateral mutually beneficial cooperation and jointly commit to developing comprehensive cooperative partnership. Wen hoped that both sides will continue to maintain frequent exchanges between leaders, parliaments and parties of the two countries, expand bilateral trade scale and cooperation in energy & mineral resources exploitation and other areas, push for bilateral exchanges in the areas of culture, education and health and among youths and strengthen consultations and cooperation in international and regional affairs. Hun Sen expressed full agreement with Wen's comments on bilateral relations. He said that China deems Cambodia a comprehensive cooperative partner, which reflects the great importance China attaches to bilateral relations. To develop bilateral friendly cooperative relations is an unswerving policy of the Cambodian government. Cambodia will as always abide by the one-China policy and support China's grand cause of peaceful unification. Hun Sen said that Cambodia is committing to national stability and development and would like to draw lessons from China's successful development experience and enhance bilateral exchanges and cooperation. Cambodia welcomes Chinese businesses to invest there and conduct cooperation in the areas of economy & trade, hydropower, mineral resources exploitation and infrastructure construction. Wen stressed in the talks that China follows the road to peaceful development and its development is a contribution to world peace and prosperity and will not pose any threat to any country. China will continue to offer economic aid with no conditions attached to developing nations including Cambodia in the development process in a bid to realize common progress. Hun Sen noted that while pursuing self-development, China would also like to help other developing nations including Cambodia and will never use this as a condition to interfere in internal affairs of other countries, for which Cambodian people are sincerely thankful. China is Cambodia's sincere and disinterested friend and partner, as well as an important force for safeguarding world peace and promoting common development. Wen appreciated Cambodia's important role in advancing development of China-ASEAN relations, indicating that China supports the ASEAN integration process and supports ASEAN to play a leading role in the East Asian cooperation process. The commemorative summit on the 15th anniversary of the establishment of China-ASEAN dialogue relations will be held in Nanning, China this October. China would like to keep closer cooperation with Cambodia to ensure the success of the summit and push China-ASEAN relations to a new level. Hun Sen said that he has decided to head a delegation to participate in the China-ASEAN commemorative summit to be held in Nanning. Cambodia would like to work with China to jointly push for deepened China-ASEAN cooperation. Following the talks, Wen and Hun Sen jointly attended the signing ceremony of the agreement on economic and technological cooperation between the two governments and other bilateral cooperative documents. They also attended the foundation-laying ceremony of the office building of the Cambodian government and the symbolic starting ceremony of the construction of a hydropower station, which are to be built with the Chinese aid.
