Wen Jiabao Attends the Eighth Meeting of Leaders of China, Japan and South Korea

The eighth meeting of leaders of China, Japan and South Korea kicked off in Singapore on November 20, 2007. Chinese Premier Wen Jiabao, Japanese Prime Minister Yasuo Fukuda and South Korean President Roh Moo-hyun attended the meeting. Roh Moo-hyun hosted the meeting. The three leaders expressed satisfaction about the cooperation among the three countries over the past year, identified the future cooperation projects and exchanged opinions on the international and regional issues of common concern. In his speech, Premier Wen spoke highly of the improvement and sound development of trilateral ties and fruitful cooperation among the three countries over the past year. China, Japan and South Korea share broad common interests and enjoy solid foundation and great potential for further cooperation. They should continue to handle their relations by proceeding from the strategic perspectives of safeguarding peace in the region, promoting common development and making Asia a harmonious continent. Going beyond the differences in social system, ideology, values and development mode, the three countries should respect each other, treat one another equally, seek consensus while putting aside differences, enhance mutual trust and push the trilateral ties forward in line with the principles of peaceful co-existence, comprehensive cooperation, mutual benefit and common development. Roh Moo-hyun and Yasuo Fukuda said that South Korea, Japan and China are all important countries in the region and have close political, economic and cultural ties. The trilateral cooperation is of great significance to enhancing peace and prosperity in Asia. Efforts should be made to maintain the improvement and progress of trilateral relations, strengthen contacts, reinforce dialogue, deepen mutual trust and expand cooperation. The leaders of the three countries reached the following consensus: first, to keep high-level exchanges, strengthen political dialogue and consultations, hold irregular meetings of leaders of the three countries and in 2008 convene the meeting of foreign ministers and the consultations of senior diplomats of the three countries in Japan; second, to intensify coordination on regional and international issues and conduct dialogue over foreign policies on Africa; third, to work out the action plan on trilateral cooperation and set up the network secretariat to plan and guide the cooperation; fourth, to advance the trilateral negotiations on investment agreement in the balanced, pragmatic and win-win principle, continue with the joint nongovernmental research of the three countries on the free trade zone and enhance logistics cooperation; fifth, to push forward the cooperation on climate change, energy saving and environmental protection and hold the China, Japan and South Korea forum on cooperation of renewable energy and new energy technologies in China in 2008; sixth, to promote financial cooperation, raise the capacity of risk alarm and management and maintain currency stability in the region; seventh, to enhance the cooperation in non-traditional security fields, accelerate cooperation on marine rescue and network anti-terrorism during the Olympic Games and make joint efforts to control such epidemic diseases as bird flu; eighth, to support parliamentary and youth exchanges and hold the friendship meeting of youth of the three countries in Japan in 2008. The three leaders also pledged to continue to support the integration of the Association of Southeast Asian Nations (ASEAN), actively participate in the cooperation between ASEAN and the three East Asian countries and enhance the role of East Asia Summit as a strategic platform to push forward the regional cooperation. On the nuclear issue of the Korean Peninsula, Wen said China always supports both the Democratic People's Republic of Korea (DPRK) and South Korea in improving their relations through dialogues. He expressed hope that the DPRK and South Korea take the opportunities created at their leader's summit held not long ago to speed up the reconciliation process. China, Japan and South Korea should play a constructive role on the denuclearization of the Korean Peninsula and continue to coordinate and urge parties concerned to fulfill their obligations and implement the Joint Statement on Sept. 19, in a balanced, comprehensive and phased manner so that the process of six-party talks, denuclearization and normalization of ties between relevant countries will be pushed forward. Wen stressed that China, as a signing party to the agreement on the military armistice in Korea, will actively participate in the process of building a peaceful mechanism on the Korean Peninsula for long-term stability. Roh and Fukuda expressed their countries' willingness to cooperate with relevant parties on the basis of the Sept. 19 Joint Statement and push forward the six-party talks to realize the denuclearization of the Korean Peninsula and contribute to peace and stability of Northeast Asia.
