Wen Jiabao Meets with ROK President Roh Moo-hyun and Thai Prime Minister Thaksin

On December 12, 2005, Premier Wen Jiabao of the State Council met with ROK President Roh Moo-hyun and Thai Prime Minister Thaksin Shinawatra in Kuala Lumpur.

When meeting with Roh Moo-hyun, Wen said that China-ROK comprehensive partnership has been developing smoothly and both sides have made clear the development direction of bilateral relations in the future from a strategic perspective. To push the comprehensive cooperative partnership for continuous development will benefit the two countries and their people and is also conducive to peace, stability and prosperity of this region. China is full of confidence about the development of bilateral relations and would like to work with the ROK to continue doing a good job in the following aspects. First, to strengthen high-level exchanges, exchange views frequently on bilateral relations and major international issues of common interest and coordinate positions. Second, to expand and deepen economic and trade cooperation and implement the target of 200 billion US dollars for the bilateral trade volume in 2012 already agreed upon. Third, to strengthen exchanges in culture and other areas and do a good job in holding a range of activities themed "Feel China" in the ROK next year and the Year of Exchanges between China and ROK in 2007.

Roh Moo-hyun agreed with Wen's proposals. He said that bilateral relations have developed rapidly in the past two years. The target of 100 billion US dollars for the bilateral trade volume in 2008 has been fulfilled 3 years ahead of time. China's social stability and economic growth also offer opportunities for the ROK. Both sides are part of the same cultural circle and the ROK is deeply influenced by the Chinese culture and attaches great importance to absorbing nutrition from the Chinese traditional culture. More than 3 million people from the ROK travel and do business in China every year. The ROK side will jointly push for all-round development of bilateral relations with China.

The two leaders also exchanged views on the Korean Peninsula nuclear issue. Wen hoped that all parties will continue to show flexibility and sincerity, earnestly fulfill their respective political commitments and push the process of the talks to continue making headway in the principle of "commitment to commitment and action to action". Roh Moo-hyun agreed with these views and thanked for China's role in pushing for the process of the six-party talks. Both sides indicated that they will continue maintaining close communication. Roh Moo-hyun made highly positive comments on China's foreign policy of equality, mutual benefits and good-neighborliness towards neighboring countries. He said that this policy is very important to Asia's peace and stability and sets up an example for the world order in the 21st century.

On the same day, Wen also met with Thai Prime Minister Thaksin in Kuala Lumpur.

Wen said that this year marks the 30th anniversary of the establishment of diplomatic ties. Bilateral political relations remain sound, bilateral trade and mutual investment have grown rapidly and both sides also successfully held the activities including the concert themed "China and Thailand are from one family", exchange of visits between 100 young people and China-Thailand tourism themed "one family" in celebration of the establishment of diplomatic ties. These activities have deepened understanding and friendship between both peoples.

Wen pointed out that China-Thailand relations are an important part of China's foreign relations and China attaches great importance to the development of bilateral relations. Both sides have made plans and arrangements for bilateral strategic cooperation in the next five years and it is hoped that both sides will complete formulating the document of action plan on strategic cooperation at an early date, actively discuss the possibility of establishing bilateral free trade zone, push for bilateral trade and regional economic community, implement large programs such as the construction of Bangkok rail transportation system and potash salt exploitation in the northern part of Thailand as soon as possible and enhance the level of bilateral economic and trade cooperation.

Thaksin positively responded to Wen's views and suggestions on bilateral relations and hoped that both sides will maintain high-level exchanges, take measures to further strengthen economic and trade relations and implement bilateral cooperation programs. Thaksin made highly positive comments on the proposals made by Wen at the 10-plus-1 and 10-plus-3 summits and indicated that Thailand would like to keep closer coordination with China to push for the development of China-ASEAN relations.

Thaksin made positive remarks on China's peaceful development and held that China's development is conducive to the development of his country.
