Note on The Measures for the Administration of Refund of Chinese Value-added Tax on Goods and Services Purchased by Foreign Diplomatic

The Protocol Department of the Ministry of Foreign Affairs of the People's Republic of China presents its compliments to the Foreign Diplomatic Missions and Offices of International Organisations in China and has the honour to enclose herewith The Measures for the Administration of Refund of Chinese Value-added Tax on Goods and Services Purchased by Foreign Diplomatic (Consular) Missions in China and Their Staff (hereinafter referred to as the Measures). The Measures shall take effect as from 1 April 2003.

For the purpose of implementation of the Measures, a computer-based system will be put in place to process and manage The VAT Refund Application Form for Diplomatic (Consular) Missions in China, The Consolidated Breakdown of VAT Refund Claims of Diplomatic (Consular) Missions in China and The Itemised VAT Refund Claims of Diplomatic (Consular) Missions in China. A separate note concerning how such system operates and how to fill in the three forms mentioned above will be communicated shortly.

The Protocol Department of the Ministry of Foreign Affairs avails itself of this opportunity to renew to the Foreign Diplomatic Missions and Offices of International Organisations the assurances of its highest consideration.
