Qi Huaiyuan



(1930.1.6 - ) Vice Minister, Ministry of Foreign Affairs, People's Republic of China (1986.3-1991.8)

Born in E'zhou City, Hubei Province, Qi Huaiyuan graduated from Ha'erbin Special School of Foreign Languages in 1950. In the same year, he joined Ministry of Foreign Affairs. He served as Third Secretary and Second Secretary in the Chinese Embassy in the German Democratic Republic, Division Chief of the Department of Affairs of the Soviet Union and East Europe, First Secretary and Counsellor (1973-1977) in the Chinese Embassy in the German Democratic Republic, Counsellor and Minister Counsellor (1977.8-1983.1) in the Chinese Embassy in the Federal Republic of Germany, Director General of Information Department of Ministry of Foreign Affairs (1983.1- 1984.8), the first spokesman of Ministry of Foreign Affairs (1983.3), and Assistant Foreign Minister (1984.8 – 1986.3). During his tenure of vice-foreign minister, he paid visits to many countries, including Lebanon, Rwanda, Burundi, Morocco, Mauritania, Mali, Kuwait, Iran, Cyprus, Turkey, Israel, Oman, Ethiopia, Saudi Arabia, and Iraq, in the capacity of Special Envoy of the Chinese Government or President. In May 1986, in the capacity of deputy head of the Chinese delegation, he went to New York to attend the Conference on the African Economic Crisis of the UN General Assembly. In August 1988, in the capacity of the Chinese delegation, he went to Norway to attend the UN Conference on Southern African Refugees. In December 1988, in the capacity of head of the Chinese delegation, he attended the conference on the Middle East of 43rd Session of the UN General Assembly. In 1990, he went to Bhutan to attend the 7th boundary talk between China and Bhutan. From August to November of the same year, he and the vice-foreign minister of Laos conducted two boundary talks respectively in Beijing and Vientiane and signed minutes of talks. In April 1990, in the capacity of head of the Chinese delegation, he went to Japan to attend the meeting of officials of ministries of foreign affairs of the two countries. In April 1991, in the capacity of head of the Chinese delegation, he went to Thailand to attend the Sino-Thai Foreign Officials Meeting. From August 1991 to December 1994, he was Chief of Foreign Affairs Office of the State Council. In May 1994, he was appointed President of the Chinese People's Association for Friendship with Foreign Countries. He was Alternate Member of the 13th Central Committee of the CPC and member of the 14th Central Committee of the CPC.
