Hu Jintao pointed out that over the past 5 years the Shanghai Cooperation Organization (SCO) developed rapidly and scored impressive achievements. The success of the SCO can be attributed to unswervingly advocating and practicing the "Shanghai Spirit" of mutual trust and benefit, equality, consultation, respect for cultural diversity and desire for common development. Peace, development and cooperation have become the trends of the times. We should strengthen cooperation and strive to build the region into a harmonious region with lasting peace and common prosperity.

On the morning of June 15, 2005, the 6th meeting of SCO Council of States was held in Shanghai. Chinese President Hu Jintao, Kazakh President Nursultan Nazarbayev, Kyrgyz President Kurmanbek Bakiyev, Russian President Vladimir Putin, Tajik President Emomali Rakhmonov and Uzbek President Islam Karimov attended the meeting. Hu Jintao chaired the meeting as the head of the host country. After the meeting the Declaration on the Fifth Anniversary of the Shanghai Cooperation Organization was signed and the Joint Communiqué of the 6th Meeting of the Council of Heads of Member States of the Shanghai Cooperation Organization was issued.

At 9:00 a.m. the heads of states of Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan arrived at the conference room of Shanghai International Convention Center. Hu Jintao extended warm welcome to them at the conference room. Then the six heads of states held small-scale talks. They spoke highly of the achievements of the SCO over the 5 years since its establishment and agreed that the SCO has entered into a new development period. They made in-depth discussions on the situation faced by the SCO and its future development priorities, agreed on the major measures to be taken to strengthen pragmatic cooperation and promote regional peace, stability and prosperity and reached wide consensus.

At about 11:00 a.m. the formal meeting started. Hu Jintao delivered an important speech entitled Joining Hands to Build a Better Future of Shanghai Cooperation Organization. 10 years ago the "Shanghai Five" mechanism was established and the "Shanghai cooperation" process was launched. 5 years ago, our 6 countries made the historic decision on the establishment of the SCO to set up a vast arena to enhance the good-neighborly mutual trust and mutually beneficial cooperation among our 6 countries. Over the past 5 years the SCO developed rapidly and scored impressive achievements. The success of the SCO can be attributed to unswervingly advocating and practicing the "Shanghai Spirit" of mutual trust and benefit, equality, consultation, respect for cultural diversity and the desire for common development, said Hu.

Hu pointed out that in today's world peace, development and cooperation have become the trend of the times. We should strengthen cooperation and strive to build the region into a harmonious region with lasting peace and common prosperity. He raised 4 proposals to realize the long-range plan.

First, strengthening strategic coordination and consolidating good-neighborly friendship. Member states should respect and support each other's interest and concern, reinforce coordination and cooperation in international and regional affairs, make timely consultations on measures to cope with major international and regional issues and enter into the long-term good-neighborly friendship and cooperation convention of the SCO.

Second, deepening pragmatic cooperation and boosting comprehensive development. The legal framework of regional economic cooperation should be improved, a number of economic and technological cooperation projects involving and benefiting multiple parties be implemented as soon as possible, especially the network projects in the areas of energy, power, transport and telecommunications.

Third, expanding cultural and educational exchanges and consolidating the social foundation. We should actively carry out cultural exchanges and cooperation in various forms, earnestly implement the educational cooperation agreement passed at this summit, enhance joint efforts of human resources training, and ensure that the friendship between all SCO member states lasts for generations to come.

Fourth, adhering to opening-up and cooperation and maintaining world peace. We hope that the international community respects the social systems and development paths independently chosen by SCO members and observer countries, respects the internal and external policies of peace, friendship and cooperation pursued by SCO members and observer countries based on their own domestic situations and creates a harmonious and relaxed environment for their development.

Hu Jintao stressed that accepting Mongolia, Pakistan, Iran and India as observers helps the SCO play a more active role in promoting peace and development. China is willing to work with other member states to promote the pragmatic cooperation between SCO members and observers and carry out cooperation of varied forms with Afghanistan.

Hu pointed out that the world pays attention to the development of China and is concerned of China's future development path. I hereby augustly reaffirm that China will unswervingly follow the road of peaceful development, continue to implement the opening strategy based upon mutual benefits and win-win results, adhere to the neighborly diplomatic guideline of being a good neighbor and partner and pursue the policy of creating an amicable, secure and prosperous neighborhood."

Hu finally stressed that the SCO carries our good wishes of being committed to regional and global peace, stability and common development. Let's join our hands to build a better future of the SCO.

The heads of other member states also made speeches respectively. Nazarbayev said that the SCO has become an important element in the current international relations. The economic cooperation within the framework of the SCO is of important significance. The effective cooperation, good-neighborly relations and mutual understanding among all countries and civilizations in this region are a vivid reflection of the "Shanghai Spirit". Bakiyev said the "Shanghai Spirit" has become an effective guideline for all countries to develop mutual trust, equality, mutual respect and good-neighborly friendship. He also expressed agreement on China's proposal of forming a convention featuring lasting friendship and cooperation. Vladimir Putin said that time has proved that the decision on establishing the SCO is of strategic insight. The SCO has become an important force on the international stage. Its external communications should be expanded, cooperation in international information security be strengthened and cooperation in trade, economy, culture and education be advanced. Rakhmonov said that practice has proved that the founding of SCO accords with the general trend. The declaration on the fifth anniversary of the SCO passed at this summit requires us to keep developing our organization, strive for greater achievements and upgrade the prestige of the organization. Karimov said that the cooperation among all member states based on mutual trust, mutual respect, constructive cooperation and pragmatic attitude will lay a solid foundation for the maintenance of peace and stability of this region and the improvement of living standards of people of all member states. SCO Secretary-General Zhang Deguang also made a speech on implementing the common consensus reached by the heads of member states.

Presidents from observer countries and other organizations also made speeches at the summit, including Iranian President Mahmud Ahmadi-Nejad, Mongolian President Nambaryn Enkhbayar, Pakistani President Pervez Musharraf, Indian Minister of Petroleum and Natural Gas Murli Deora, and the guests of the host country, including Afghan President Hamid Karzai, Chairman Vladimir Rushaylo of Executive Committee of the Commonwealth of Independent States (CIS) and Deputy Secretary-General Wilfrido. V. Villacorta of the Association of Southeast Asian Nations (ASEAN). They all spoke highly of the outstanding achievements made by the SCO on the cooperation in various fields since its establishment five years ago and expressed hope to reinforce cooperation with the SCO.

The summit made a decision to hold the next SCO summit in Kyrgyzstan next year.

At the end of the summit, the heads of state of the six SCO member countries signed a number of documents including The Declaration on the 5th Anniversary of the Shanghai Cooperation Organization and attended a series of signing ceremonies of important documents.

The meeting also issued the Joint Communiqué of the Sixth Meeting of the Council of Heads of Member States of the Shanghai Cooperation Organization.

Then the heads of state of six member countries jointly met with journalists. During the meeting Hu Jintao told journalists that with the concerted efforts of all parties concerned, the SCO summit has achieved a complete success and realized the goal of strengthening mutual trust, promoting solidarity and deepening cooperation.

State Councilor Tang Jiaxuan and other officials also attended the activities mentioned above.

On the same evening Hu Jintao held a welcome banquet for the heads of state of other SCO member countries and guests from other countries. After the banquet, Hu Jintao, his wife Liu Yongqing, heads of states of other member countries and guests from other countries attended the evening gala celebrating the 5th anniversary of the SCO. Artists from different countries presented performances full of national charms.
