On May 12, 2025, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi met with Uruguayan Foreign Minister Mario Lubetkin in Beijing.

Wang Yi stated that China and Uruguay share similar ideas and enjoy a profound friendship. The two sides understand each other and treat each other as equals, promoting the sustained, sound and stable development of bilateral relations and setting a model for relations between countries of different sizes. After President Yamandú Orsi was elected, President Xi Jinping sent a congratulatory message immediately and dispatched a special envoy to attend the presidential inauguration ceremony. President Yamandú Orsi met with the special envoy of China first after taking office, reflecting the high level of bilateral relations. China is ready to work with Uruguay to carry forward the traditional friendship, deepen high-quality Belt and Road cooperation, and continuously enrich the connotation of the China-Uruguay comprehensive strategic partnership with stronger political mutual trust, higher-level mutually beneficial cooperation and closer multilateral collaboration.

Wang Yi expressed that facing an international situation characterized by changes and turbulence, China is ready to work with Global South countries to defend multilateralism, safeguard free trade, inject more certainty into the region and play a constructive role in world peace and development. With the joint efforts of both sides, the China-CELAC Forum has established a multi-level and wide-ranging cooperation framework. China supports regional countries in seeking strength through unity and firmly holding their future in their own hands. China is ready to work with Uruguay to promote the Ministerial Meeting of the China-CELAC Forum to achieve more outcomes, with a view to helping Latin American and Caribbean countries accelerate their development.

Mario Lubetkin said that despite the geographical distance and the different sizes, Uruguay and China have always respected, understood and trusted each other. Developing relations with China has become a political consensus in Uruguay that transcends parties and ideologies. The two sides have established a comprehensive strategic partnership, and cooperation across various fields has continuously yielded new results. Uruguay highly appreciates the series of global initiatives put forth by President Xi Jinping, supports free trade, and is willing to jointly practice multilateralism. Uruguay firmly abides by the one-China principle, supports the policy of "One Country, Two Systems", and will stay committed to deepening Uruguay-China friendship and actively participate in the Belt and Road cooperation. Noting that this Ministerial Meeting of the China-CELAC Forum is of historical significance, Mario Lubetkin thanked China for its strong support for the integration process of Latin America and the unity of CELAC.
