China and the United States convened their second Counter Nuclear Smuggling Consultation and Scenario-based Policy Discussion on November 8th and 9th in Shanghai. Ms. Dong Zhihua, Deputy Director-General of the Department of Arms Control of MFA, China, and Mr. Philip Dolliff, Acting Deputy Assistant Secretary for Nonproliferation Programs of the U.S. Department, co-chaired the consultation, with the participation of officials and experts from Chinese Ministry of Public Security, Ministry of Environmental Protection, China General Administration of Customs, China Atomic Energy Authority, State Nuclear Security Technology Centre, China Institute of Atomic Energy and the U.S. Department of State, Department of Energy, Department of Homeland Security, Federal Bureau of Investigation etc. The two sides exchanged views on countering nuclear smuggling policies and best practices and agreed to strengthen collaborations within the bilateral and international frameworks to jointly prevent and counter nuclear terrorism. The U.S. Delegation visited the nuclear detection facilities of the Shanghai Customs at the Port of Yangshan.
