On September 26, 2019, local time, State Councilor and Foreign Minister Wang Yi attended the United Nations Security Council (UNSC) open debate on peace and security in Africa at the UN headquarters in New York.
Wang Yi said in his speech that the peace and security in Africa not only concerns the well-being of the African people, but is closely linked to the peace and stability of the world. The Chinese side has always supported African countries in solving African issues in their ways and is also confident that Africa has the capability to address their issues well. It is incumbent upon the international community, particularly the UNSC to help Africa achieve peace and security. We need to attach importance to Africa and give priority to the realization of peace and security in Africa. We also need to have confidence in Africa, give full play to African countries' initiative in resolving their own issues and support Africa in strengthening its capacity to defend its peace and security independently.
Wang Yi said, Africa, with one-fifth of the world's population, is the most concentrated region of developing countries. African affairs make up two-thirds of the UNSC's agenda, and more than 20 million people have been displaced by war and conflicts. It is not only the common expectation of the African people to eliminate gunfire in Africa, but also the goal of the international community.
Wang Yi said, the UNSC should listen more to African voices, respect their opinions and let them play their roles. In recent years, the dialogue and cooperation between the UNSC and the African Union (AU) have been deepening, with cooperation fields being continuously broadened. This momentum will continue to be maintained and strengthened. The international community, especially the UNSC, should shoulder its responsibilities to help Africa enhance its capacity for independent peacekeeping, stability maintenance, and counter-terrorism, and accelerate the construction of the AU standby force, rapid response forces, and early warning mechanisms. African countries expect the UN to provide adequate, stable and sustainable financial support for the AU's independent peace missions. These are just and reasonable demands, and the Chinese side fully supports it. We call on an agreement on the issue by the UNSC members as early as possible to perform actual deeds to the stability of Africa.
Wang Yi said, China and Africa are good friends, good brothers, and good partners. The sincerity, real results, amity and good faith and upholding justice while pursuing shared interests put forward by President Xi Jinping are the fundamental principles of China's policy toward Africa. Within the framework of the Forum on China-Africa Cooperation, China and Africa are working together to create a China-Africa community with a shared future that features joint responsibility, win-win cooperation, happiness for all, common cultural prosperity, common security, and harmonious co-existence. China is never absent from helping Africa achieve peace and security. China will continue to firmly stand with Africa in realizing peace development in Africa.
In his speech, Wang Yi also expounded on the Chinese side's position over the hotspot issues in Africa.
