Wang Yi Talks About the Eight-point Consensus Reached at the Meeting of the Foreign Ministers of China, Russia and India

On February 27, 2019, when meeting the press together with Foreign Minister Sergey Lavrov of Russia and External Affairs Minister Sushma Swaraj of India after the meeting of the Foreign Ministers of China, Russia and India in Wuzhen of Zhejiang Province, State Councilor and Foreign Minister Wang Yi expressed that the three Foreign Ministers carried out in-depth communication on the current international situation and trilateral cooperation, reaching the following eight-point important consensus.

First, the three parties agreed that against the current international situation which is undergoing complex changes, it is necessary for China, Russia and India, three major countries and emerging economies in the world, to enhance coordination and cooperation, which will bring more stability and positive energy to the world.

Second, the three parties agreed to firmly safeguard multilateralism, safeguard the international system with the United Nations as the core, and safeguard the norms governing international relations including non-interference in other's internal affairs, which is of important practical significance for tackling current challenges.

Third, the three parties agreed to strengthen communication and coordination within the G20, the Asia-Europe Meeting, the BRICS countries, the Shanghai Cooperation Organization, East Asia Cooperation and other multilateral frameworks, which is conducive to ensuring that these mechanisms will maintain a right development direction.

Fourth, the three parties agreed to jointly combat terrorism in all forms, strengthen policy communication and practical cooperation in counter-terrorism, and in particular, strive to remove the breeding ground of terrorism and extremist ideas.

Fifth, the three parties agreed to firmly oppose unilateralism and protectionism, and safeguard the rules-based multilateral trading system. The reform of the World Trade Organization should uphold its core values and basic principles, especially the special and differential treatment. On issues in the fields of information technology and cyber security, the principles of fair competition and non-discriminatory should be fully respected.

Sixth, the three parties agreed to adhere to the political settlement of hotspot issues through inclusive dialogues. The Ministers reiterated support for the Government and people of Afghanistan in their efforts to achieve an Afghan-led, Afghan-owned peace and reconciliation process and expected that the second meeting between leaders of the Democratic People's Republic of Korea and the United States to make new progress in realizing denuclearization on the Peninsula and solving various parties' reasonable concerns. The three parties believed that as for the Venezuelan issue, the Venezuelan people should resolve their differences through constructive dialogues, without resorting to violence, and they opposed military intervention.

Seventh, the three parties agreed that the meeting of leaders of the three countries is of great strategic significance, and suggested another one on a multilateral occasion within this year, so as to continuously provide important political guidance for trilateral cooperation.

Eighth, the three parties agreed to continue to consolidate and expand trilateral practical cooperation, and carry out a study on establishing a mechanism of the meeting of the three Defence Ministers at a proper time. The three parties agreed to continue to well conduct special consultations on the Afghan issue and Asia-Pacific affairs, and carry out the visit of scholars and young diplomats of China, Russia and India. The Chinese side proposed to discuss "China Russia India +" cooperation to constantly promote the international influence of trilateral cooperation.

Wang Yi announced that the next meeting of the Foreign Ministers of China, Russia and India will be held in Russia.
