On May 23, 2019 local time, State Councilor and Foreign Minister Wang Yi held talks with Foreign Minister Elmar Mammadyarov of Azerbaijan in Baku.

Wang Yi expressed that under the strategic guidance of the two heads of state, China-Azerbaijan relations have maintained sound and stable development with fruitful results in practical cooperation. Regarding the Azerbaijani side as a sincere friend and reliable partner, the Chinese side appreciates the rendering precious support from the Azerbaijani side for issues concerning the Chinese side's core interests and major concerns, and will respect Azerbaijan's sovereignty, independence and territorial integrity as always. The Chinese side is willing to work with the Azerbaijani side to implement the important consensus of the two heads of state, translate the good political relations of the two countries into the growth drivers for economic cooperation and continuously deepen cooperation in various areas under the joint construction of the Belt and Road Initiative. The Chinese side is willing to explore the building of partnership with the Azerbaijani side in three major aspects, namely energy exploitation, independent development and digital economy, help the national development and construction of Azerbaijan and push bilateral relations for in-depth and solid development. The Chinese side never interferes in the internal affairs of any other country, supports the Azerbaijani side in choosing a development path according to its national conditions and never imposes its own will on others while carrying out cooperation. The Chinese side is ready to continue carrying out cooperation in combating the "three forces" of terrorism, separatism and extremism with the Azerbaijani side, supports the Azerbaijani side in successfully hosting the 18th Non-Aligned Movement Summit, and is willing to strengthen communication and coordination with the Azerbaijani side in multilateral affairs, so as to jointly safeguard multilateralism and the basic norms governing international relations.

Elmar Mammadyarov said that last month, President Ilham Aliyev came to China to attend the second Belt and Road Forum for International Cooperation and reached important consensus with President Xi Jinping during their meeting. The Azerbaijani side is willing to, together with the Chinese side, intensify high-level exchanges, promote the joint construction of the Belt and Road Initiative and enhance parliamentary and sub-national exchanges between the two countries. The Azerbaijani side agrees with the suggestion of building partnership in three major aspects put forward by the Chinese side and hopes to see more Chinese enterprises in the market of Azerbaijan and constantly deepen bilateral practical cooperation in such areas as energy, transportation, economy, trade, processing and manufacturing, digital network and tourism, in a bid to benefit the two peoples. The Azerbaijani side thanks the Chinese side for always respecting its sovereignty, independence and territorial integrity and will continue to firmly support the Chinese side on issues concerning the Chinese side's core interests. The Azerbaijani side stands ready to jointly combat the "three forces" of terrorism, separatism and extremism with the Chinese side, reinforce coordination and cooperation within multilateral frameworks such as the United Nations, Conference on Interaction and Confidence Building Measures in Asia, the Shanghai Cooperation Organization, and Non-Aligned Movement, to jointly safeguard multilateralism.
