On September 11, 2019, President Xi Jinping held talks with President Kassym-Jomart Tokayev of Kazakhstan at the Great Hall of the People. The two heads of state decided to develop China-Kazakhstan permanent comprehensive strategic partnership in the spirit of mutual support and win-win cooperation.
Xi Jinping said, in more than ten days, we will celebrate the 70th anniversary of the founding of the People's Republic of China. Over the past 70 years, the Communist Party of China has led the Chinese people to make remarkable and great achievements, and is now marching toward the goal of realizing the great rejuvenation of the Chinese nation. Such a process of moving forward has never been smooth. However, no matter how the external situation changes, China will unswervingly take care of its own business regardless of outside factors, comprehensively deepen reform, expand opening-up and promote higher-quality development. We are fully capable of coping with various risks and challenges, and any difficulty or obstacle cannot stop us from moving forward. A stable, open and prosperous China will always be an opportunity for the future development of the world.
Xi Jinping pointed out, China-Kazakhstan relations represent a model for good neighborly and friendly relations. The Chinese side is willing to, together with the Kazakh side, deepen all-round cooperation, seek sound synergy between the Silk Road Economic Belt and Kazakhstan's Bright Path new economic policy, strengthen connectivity, and ensure that China-Kazakhstan land-sea corridor is unobstructed. The Chinese side is ready to work with the Kazakh side to promote upgrading of economic and trade cooperation, make steady headway in production capacity cooperation, expand cooperation in scientific and technological innovation, and intensify people-to-people and cultural exchanges as well as exchanges at sub-national level. China and Kazakhstan should take a clear-cut stand in upholding multilateralism and an open world economy, so as to make positive contributions to promoting the building of a fairer, more just, equitable and reasonable global governance system. The two countries should promote the Shanghai Cooperation Organization (SCO) to play a more active role in regional and international affairs, actively implement the new vision of common, comprehensive, cooperative and sustainable security, strengthen security cooperation, jointly fight against the "three evil forces" of terrorism, extremism and separatism, and meet challenges together.
Kassym-Jomart Tokayev expressed his warm congratulations on the 70th anniversary of the founding of the People's Republic of China. Kassym-Jomart Tokayev said, the People's Republic of China has gone through an extraordinary journey and scored brilliant development achievements, not only benefiting the Chinese people, but also making significant contributions to promoting world development and human progress. China's reform and opening-up has brought opportunities to various countries including Kazakhstan. The Kazakh side firmly supports the Chinese government and people in safeguarding national sovereignty, security and development interests. The Kazakh side stands ready to, together with the Chinese side, take the establishment of the permanent comprehensive strategic partnership as an opportunity to promote further development of bilateral relations. It is a great honor for the Kazakh side to witness that you put forward the great initiative of the Silk Road Economic Belt in Kazakhstan six years ago, and it is of great significance for the future development of the region and the world at large. The Kazakh side is looking forward to cementing high-level exchanges with the Chinese side, and strengthening practical cooperation in such areas as economy, trade, infrastructure, energy, 5G, science and technology, and people-to-people and cultural exchanges under the framework of the Belt and Road Initiative. The two sides should closely communicate and coordinate within the frameworks of the SCO and the Conference on Interaction and Confidence Building Measures in Asia, jointly combat the "three evil forces" of terrorism, extremism and separatism, and maintain regional security while opposing external interference.
After the talks, Xi Jinping and Kassym-Jomart Tokayev signed the Joint Statement Between the People's Republic of China and the Republic of Kazakhstan. The two heads of state also witnessed the signing of a number of bilateral cooperation agreements.
Prior to the talks, Xi Jinping held a welcome ceremony for Kassym-Jomart Tokayev at the square outside the East Gate of the Great Hall of the People. Yang Jiechi, Shen Yueyue, Wang Yi, Xia Baolong, He Lifeng and others were present.
