On October 2, 2019, President Xi Jinping, on behalf of the Chinese government and people, exchanged congratulatory messages on the 70th anniversary of the establishment of diplomatic relations between China and Russia with President Vladimir Putin of Russia.

Xi Jinping pointed out in his message that looking back over the past 70 years, China-Russia relations have gone through a very extraordinary development path. With the joint efforts of both sides, bilateral relations have become an example for major countries and neighboring countries in terms of good neighborliness, friendship, mutual benefit and win-win cooperation. Especially in recent years, under the joint guidance of President Vladimir Putin and me, the two countries have constantly enhanced strategic mutual trust, extended firm political support to each other, scored unprecedented development in cooperation in various areas, and carried out close communication and cooperation in international and regional affairs. China-Russia relations have reached the highest level among major-country relations in terms of mutual trust, coordination and strategic value, and have made important contributions to maintaining world peace, stability and development. In June this year, I paid a state visit to Russia, during which President Vladimir Putin and I jointly announced developing China-Russia comprehensive strategic partnership of coordination for a new era. This marked a new journey in history for China-Russia relations, with new vitality and broad prospects.

Xi Jinping stressed, I highly value the development of China-Russia relations, and I am willing to work together with President Vladimir Putin to take the opportunity of the 70th anniversary of the establishment of bilateral diplomatic relations to focus on the new connotations of our bilateral relations featuring mutual assistance, in-depth integration, pioneering innovation, and win-win outcomes for all. This will enable us to unceasingly guide China-Russia relations for a new era towards more new achievements, jointly enhance the building of a community with a shared future for mankind and make greater contributions to world peace and development. I wish China-Russia relations more prosperous and China-Russia friendship everlasting.

Vladimir Putin expressed in his message that on the occasion of the 70th anniversary of the establishment of diplomatic relations between Russia and China, I present my sincerest wishes. My country was the first in the world to recognize the People's Republic of China (PRC) and to immediately establish the closest cooperative relationship with the PRC. Looking back at the development path of bilateral relations, we can say with full confidence that Russia-China relations have successfully stood the test of time. In recent years, the two sides have actively carried out cooperation in various fields and yielded fruitful results. Our two countries have continuously reinforced and expanded political dialogues at various levels and coordinated closely within multilateral frameworks such as the United Nations, the Shanghai Cooperation Organization, and BRICS, as well as worked together to push for the settlement of major international and regional issues. I believe that Russia and China will constantly strengthen our relations and cooperation in various fields to bring more benefits to the two peoples and make contributions to security and stability in the Eurasian continent as well as the whole world. On the same day, Premier Li Keqiang and Prime Minister Dmitri Medvedev of Russia also exchanged congratulatory messages. Li Keqiang said in his message that the Chinese side highly values China-Russia relations and is willing to work together with the Russian side, and take the 70th anniversary of the establishment of bilateral diplomatic relations as a new starting point to constantly deepen political mutual trust, tap into cooperation potentials in various fields and establish innovative cooperation models. We need to elevate our practical cooperation to higher levels, strengthen coordination and cooperation in international and regional affairs to further advance China-Russia comprehensive strategic partnership of coordination for a new era for greater development, and facilitate regional and world peace, stability and prosperity. Dmitri Medvedev said, this year we hold grand celebrations for the 70th anniversary of the establishment of bilateral diplomatic relations. Russia-China comprehensive strategic partnership of coordination has reached an unprecedented level, with major cooperation projects proceeding smoothly in various fields including energy, industry, transportation infrastructure, high technology and culture, as well as practical and people-to-people and cultural exchanges continuing to expand.
