On September 24, 2020, State Councilor and Foreign Minister Wang Yi attended a special video conference of foreign ministers of the Conference on Interaction and Confidence Building Measures in Asia (CICA) in Beijing and delivered remarks titled "Deepening CICA Cooperation and Upholding Multilateralism".
Wang Yi said, countries in Asia may have different history, national realities, social systems, cultures and traditions, and are faced with multiple hotspot issues, disagreements and differences. Yet we all believe in diversity and equality of civilizations; we all shoulder historic responsibilities of rejuvenation and development; we all call for peaceful solutions to disputes; and we all uphold the value of multilateralism. The broader common visions and common interests have enabled us to rise above differences, enhance solidarity, build mutual trust and expand cooperation.
Wang Yi pointed out, CICA is Asia's largest and most representative security forum with the greatest number of participants. Facing the once-in-a-century changes and a global pandemic, CICA should rise to the challenge, fulfill its historical mission, and make new efforts toward a secure, stable, prosperous, open and inclusive Asia featuring mutual respect, mutual trust, cooperation and innovation. Kazakhstan, as the initiator of CICA, has a special role to play. As for CICA's work in the next stage, the Chinese side would like to propose four points: first, we need to come together to defeat COVID-19.We must strengthen solidarity, firmly support the WHO in playing its leading and coordinating role; second, we need to promote strategic trust to maintain peace and stability. We must firmly oppose actions to instigate and engineer a so-called "new Cold War", and continue to advocate and act on the new vision of common, comprehensive, cooperative and sustainable security; third, we need to pursue mutual benefit to achieve common development. We should advance high-quality Belt and Road cooperation, and bring business and life of all countries back to normal; and fourth, we need to uphold multilateralism to defend international equity and justice. We need to uphold the authority and role of the UN and promote a more equitable and reasonable international order.
Wang Yi stressed, speaking at the high-level meeting to commemorate the 75th anniversary of the United Nations (UN) and the General Debate of the 75th Session of the UN General Assembly, President Xi Jinping articulated China's firm support for the UN and for the multilateral system. China will continue to work with fellow Asian countries for a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation, and for a community with a shared future for mankind, as well as make our due contribution to peace and development in Asia and beyond.
At the beginning of this conference, Tajik Foreign Minister Sirojiddin Muhriddin announced the handover of the chairmanship. Kazakh Foreign Minister Mukhtar Tileuberdi, whose country holds the current CICA Chair, presided over and introduced the plan for the work of the Kazakhstan from 2020 to 2022. All participants recognized Tajikistan's contributions to the development of CICA during its term, and expressed their readiness to actively support Kazakhstan as the new Chair in advancing CICA's development, so that CICA, the significant regional security mechanism, could better perform its due responsibilities and achieve greater cooperation outcomes.
