On April 26, 2025, Assistant Foreign Minister Hong Lei, upon invitation, held the China-Russia counter-terrorism and security consultation at the vice foreign ministerial level with Russian Deputy Minister of Foreign Affairs Vershinin Sergey Vasilievich in Moscow.

Both sides agreed that under the strategic guidance of the two heads of state, the strategic coordination and practical cooperation between China and Russia in the field of counter-terrorism and security have continued to deepen, effectively safeguarding the security interests of both sides and the security and stability of the international community. The two sides had an in-depth exchange of views on the international and regional counter-terrorism situations and relevant issues of common interest and concern, and expressed that they will continue to take the common understandings reached between the two heads of state as the fundamental guideline, constantly strengthen bilateral and multilateral counter-terrorism cooperation, jointly respond to international and regional terrorist threats, and maintain peace and tranquility in China, Russia and surrounding areas, so as to inject more stability and certainty into the turbulent and changing world.
