On July 24, 2024, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi held talks with Ukrainian Foreign Minister Dmytro Kuleba in Guangzhou.
Wang Yi said, China and Ukraine are friendly countries, and the interactions between the two sides have fostered friendship and cooperation. The two countries established a strategic partnership more than a decade ago, treated each other with mutual respect and equality, and continued to advance mutually beneficial cooperation. The two heads of state stressed the need to view and plan bilateral relations from a long-term perspective and push forward China-Ukraine relations and bilateral cooperation. Wang Yi urged the two sides to follow this direction, maintain communication and exchanges, enhance mutual trust, carry forward the traditional friendship, promote people-to-people friendship and advance the sound and steady development of China-Ukraine relations.
Wang Yi said, the Third Plenary Session of the 20th CPC Central Committee launched a new round of efforts to deepen reform comprehensively. China's push for Chinese modernization on all fronts will bring new opportunities to people around the world. Ukraine is one of the first countries to support and participate in the Belt and Road Initiative. In recent years, China has been Ukraine's largest trading partner and largest exporter of agricultural products. In the first half of this year, bilateral trade volume showed a momentum of rapid growth, demonstrating the space and potential of bilateral cooperation. The two sides should leverage the bilateral cooperation mechanisms and strengthen practical cooperation in various fields. China will continue to expand grain imports from Ukraine and jointly safeguard unimpeded logistics channels and international food security. Wang Yi thanked the Ukrainian side for its assistance in evacuating Chinese citizens, especially students, in the early stage of the conflict and urged Ukraine to continue taking effective measures to ensure the safety of Chinese personnel and institutions in Ukraine.
Wang Yi pointed out, the Ukraine crisis has entered its third year, and the conflict is still ongoing with risks of escalation and spillover. China remains firmly committed to the political settlement of the crisis. The four principles proposed by President Xi Jinping provide important guidelines in this regard. On this basis, China and Brazil jointly issued "six common understandings", which cover the "three principles" of conflict regulation, the "three elements" of peace talks, the "three concerns" of humanitarian protection, the prevention of nuclear risks, and the guarantee of the stability of industrial and supply chains, among others. These represent the broadest common ground of the international community on this issue and have received widespread response and support. The Chinese side believes that the ultimate solution to all conflicts should be to return to the negotiating table, and all disputes must be resolved through political means. Recently, both Ukraine and Russia have sent, to varying degrees, signals of their willingness to negotiate. Although the conditions and time are not yet ripe, China supports all efforts conducive to peace and is ready to continue to play a constructive role in reaching a ceasefire and cessation of hostilities and resuming peace talks. China follows closely the humanitarian situation in Ukraine and will continue to provide humanitarian supplies to the country.
Dmytro Kuleba said, China is a great country. Ukraine and China have become strategic partners and important economic and trade partners. Ukraine supports China's position on the Taiwan question and will continue to adhere to the one-China policy. Ukraine hopes to jointly implement the important common understandings reached by the two heads of state, consolidate political mutual trust, activate cooperation in economy, trade, agriculture and other fields, and strengthen exchanges between sister cities at the sub-national level. Ukraine highly appreciates China's positive and constructive role in promoting peace and safeguarding the international order. Ukraine attaches great importance to China's opinions and has carefully studied the "six common understandings" between China and Brazil on the political settlement of the Ukraine crisis. Ukraine is willing and ready to conduct dialogue and negotiation with Russia. Of course, negotiations should be rational and substantive and aimed at achieving a just and lasting peace.
The two sides also had an exchange of views on international and regional issues of mutual interest and concern.
