​President Xi Jinping Meets with Turkmen President Serdar Berdimuhamedov

On the afternoon of September 2, 2025, President Xi Jinping met at the Great Hall of the People in Beijing with Turkmen President Serdar Berdimuhamedov, who is in China for the Shanghai Cooperation Organization Summit 2025 and the commemoration of the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War.

President Xi noted that China and Turkmenistan are good partners that trust each other. The two countries complement each other’s strengths through their cooperation based on mutual respect, mutual benefit and win-win results. China stands ready to deepen cooperation and exchanges with Turkmenistan and build a China-Turkmenistan community with a shared future.

President Xi emphasized that China supports Turkmenistan’s policy of permanent neutrality, and its efforts to safeguard national independence, sovereignty and territorial integrity. The two sides should increase natural gas cooperation, continue expanding cooperation in non-resource sectors, enhance connectivity, accelerate the development of the Luban Workshop and establishment of cultural centers in each other’s country, strengthen coordination and collaboration within the Shanghai Cooperation Organization (SCO) and the China-Central Asia mechanism, and work for more outcomes of bilateral cooperation. Both China and Turkmenistan made great sacrifices for the victory in World War II. The two sides should resolutely safeguard the fruits of the victory in the War, and jointly uphold world peace.

President Berdimuhamedov expressed his pleasure to visit China for the SCO Tianjin Summit, and extended his congratulations on the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression. For Turkmenistan, China is a reliable friend and partner. The two countries enjoy deep mutual trust and extensive cooperation, which bring benefits to the two peoples. Turkmenistan’s strategy of “Revival of the Great Silk Road” and the Belt and Road Initiative complement each other. Turkmenistan is ready to work with China to enhance cooperation and exchanges in such areas as energy, infrastructure construction, education and culture, and work for greater progress in the bilateral relations. The SCO is highly promising, and its cooperation in trade, investment, security and people-to-people exchanges has made solid progress, making positive contributions to the building of a more just and balanced international landscape. Turkmenistan is ready to participate in relevant cooperation. The vision of building a community with a shared future for humanity and the Global Governance Initiative put forward by President Xi are conducive to improving the system of international relations. Turkmenistan fully supports them and is ready to work with China to promote their implementation.

The two sides signed multiple bilateral cooperation documents in areas such as intellectual property rights, media and education.
