Li Qiang and Russian Prime Minister Mikhail Mishustin Co-Chair the 30th Regular Meeting Between Chinese and Russian Heads of Government

On November 3, 2025, Premier Li Qiang of the State Council co-chaired the 30th regular meeting between the Chinese and Russian heads of government with Russian Prime Minister Mikhail Mishustin in Hangzhou.

Li Qiang noted that China and Russia are good neighbors and good partners who trust each other. This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression, the Great Patriotic War of the Soviet Union, and the World Anti-Fascist War. The two countries have supported each other in holding grand commemorative events, further deepening the China-Russia friendship. President Xi Jinping and President Vladimir Putin have met twice this year, steering China-Russia relations through challenges toward high-level development. In the face of profound changes in the current international landscape, China is ready to work with Russia, taking the important common understandings reached between the two heads of state as the fundamental guideline, to enhance strategic communication, deepen cooperation across various fields, and better safeguard their shared interests in development and security. The fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC) convened last month adopted the Recommendations for Formulating the 15th Five-Year Plan, mapping out a blueprint for China's development in the next five years and beyond. China is ready to work with Russia to firmly support each other, maintain close high-level exchanges, further synergize development strategies, expand cooperation in various fields, constantly advance the China-Russia comprehensive strategic partnership of coordination for the new era, and continue to move forward hand in hand on the path toward modernization.

Mikhail Mishustin extended warm congratulations on the successful convening of the fourth plenary session of the 20th CPC Central Committee, expressing confidence that China will achieve even greater success in its future economic and social development. He said that the Russia-China comprehensive strategic partnership of coordination for the new era is now at its highest level in history. The mutual visits of President Vladimir Putin and President Xi Jinping this year, as well as their participation in commemorative events marking the victory of the Chinese People's War of Resistance Against Japanese Aggression and the Great Patriotic War of the Soviet Union, have fully demonstrated the strong political mutual trust between the two countries and the profound friendship between the two peoples. Russia is willing to strengthen high-level exchanges with China, expand cooperation in such fields as trade, investment, transportation, energy, agriculture, digital economy, and people-to-people and cultural exchanges, and host a series of events for the Russia-China Years of Culture, so as to continuously enrich the substance of bilateral relations.

Li Qiang and Mikhail Mishustin listened to work reports from the two sides' representatives of the Committee for Regular Meetings between Chinese and Russian Heads of Government, the China-Russia Investment Cooperation Committee, the China-Russia Energy Cooperation Committee, the China-Russia Committee on Humanities Cooperation, and the China-Russia Intergovernmental Commission on Cooperation and Development of Northeast China and the Far East and Baikal Region of Russia.

The two heads of government fully acknowledged the work of various committees between the two countries over the past year. Both sides agreed that the strategic guidance of the heads of state serves as an important political guarantee for China-Russia relations and cooperation. The two sides should make it a top priority to fully implement the important common understandings reached by the two heads of state, optimize and expand cooperation mechanisms, boost the vitality of the integrated development in trade, tourism, and border-city economies between the two countries, increase input in people-to-people and cultural cooperation, and promote mutual visa exemption policies to further facilitate personnel exchanges and make China-Russia friendship more deeply rooted in the hearts of the people. The two sides also agreed to strengthen coordination within multilateral frameworks such as the Shanghai Cooperation Organization, BRICS, and the United Nations, and jointly promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization.

Following the meeting, the two heads of government signed the Joint Communiqué of the 30th Regular Meeting Between the Chinese and Russian Heads of Government and jointly witnessed the signing of a series of cooperation documents in such areas as customs and satellite navigation.
