On February 19, 2025, the Horn of Africa Think Tank Scholars Seminar was held in Beijing. Special Envoy for the Horn of Africa Affairs of the Foreign Ministry Xue Bing and Vice President of the China Institute of International Studies Gou Haibo attended the seminar and delivered speeches.

Experts and scholars at the seminar shared their research findings, had in-depth exchanges on the situation in the Horn of Africa, and actively offered suggestions on promoting the implementation of the outcomes of the 2024 Beijing Summit of the Forum on China-Africa Cooperation as well as the in-depth and practical implementation of the "Outlook on Peace and Development in the Horn of Africa" in the region.

The seminar was jointly organized by the Department of African Affairs of the Ministry of Foreign Affairs and the China Institute of International Studies. Experts and scholars from think tanks and universities specializing in studies on Africa, including the Development Research Center of the State Council, the Chinese Academy of International Trade and Economic Cooperation of the Ministry of Commerce, the China-Africa Institute, the China Institute of Contemporary International Relations, Yunnan University, Zhejiang Normal University, and Nanjing Agricultural University, attended the seminar.
