On July 29, 2025, the Third Conference on Peace and Development for the Horn of Africa was held in Kampala, Uganda. Special Envoy for the Horn of Africa Affairs of the Foreign Ministry of China Xue Bing, Chinese Ambassador to Uganda Zhang Lizhong, and senior officials from the foreign ministries of eight countries in the Horn of Africa attended the conference and delivered remarks. Representatives from the United Nations Development Programme, the African Union, and some African sub-regional organizations participated in the conference as observers. The conference was chaired by Ugandan Minister of State for Foreign Affairs John Mulimba.
Xue Bing stated that the world today is facing overlapping risks and challenges, which have impacted peace and development in the Horn of Africa. All parties should safeguard common security and achieve shared prosperity through dialogue and cooperation. China is ready to work with the African side to actively implement the outcomes of the 2024 Beijing Summit of the Forum on China-Africa Cooperation and China's new major initiatives on cooperation with Africa, advance the Outlook on Peace and Development in the Horn of Africa with in-depth and solid progress, and jointly build an all-weather China-Africa community with a shared future for the new era.
All parties had in-depth exchanges of views on such topics as regional security, development, and governance. The conference issued a joint statement.
