On June 28, 2019, the meeting of the Joint Commission of the Joint Comprehensive Plan of Action (JCPOA) on the Iranian nuclear issue was held in Vienna, Austria. Secretary General for the European External Action Service Helga Schmid chaired the meeting. Deputy Foreign Minister Abbas Araghchi of Iran, Deputy Foreign Minister Sergei Ryabkov of Russia, and relevant officials from the United Kingdom, France and Germany attended the meeting. Director-General of the Department of Arms Control of the Foreign Ministry Fu Cong led a delegation to attend the meeting.
Fu Cong said that ensuring the complete and effective implementation of the JCPOA is not only a requirement of the United Nations Security Council Resolution, but also the only realistic and effective way to resolve the Iranian nuclear issue. It is in the common interest of the international community. All parties should proceed from the overall and long-term situation, maintain unity, and adhere to multilateralism and the basic direction of political and diplomatic settlement. They should guarantee the balance of rights and obligations of the JCPOA so as to facilitate the easing of the Iranian nuclear situation and maintain peace and stability in the Middle East. The Chinese side has been determined to resolutely uphold the JCPOA. Recently China has gained new progress in promoting the renovation of the Arak heavy-water reactor. The Chinese side will continue to make efforts to this end, and at the same time firmly safeguard its own legitimate rights and interests.
At the meeting, all parties stated that they would continue to promote the complete and effective implementation of the JCPOA and support the International Atomic Energy Agency to perform its duties objectively and fairly. All parties stressed to continue to implement the statements of the two meetings between foreign ministers last year and take measures to reduce the impact of unilateral sanctions imposed by the United States to guarantee Iran's economic dividend from the JCPOA. All parties welcomed the Instrument in Support of Trade Exchanges of the three European countries to be put into operation. Highly appreciating China's important progress in promoting the renovation of the Arak heavy-water reactor, all parties firmly supported completing the project as early as possible.
