To denuclearize the Korean Peninsular and to maintain peace and stability on the Peninsular has been the basic point of departure for China in dealing with the DPRK nuclear issue. The only viable way to solve this issue is the promotion of a proper solution through peaceful negotiations, while dissipating in earnest the security concerns of the DPRK. Since the outbreak of the DPRK nuclear issue, China has done a lot of persuasions for a peaceful solution and facilitated negotiations. We have hosted a Three-Party Talks and three rounds of Six-Party Talks in Beijing. With the concerted efforts of all sides, we have determined the objective of denuclearization of the Peninsular and the orientation of peaceful solution through dialogue. Important progress was also made in carrying forward discussions on substantive issues and making the talks institutionalised.
We are pleased to note that the third round of Six-Party Talks held at the end of June achieved positive and substantive progress. All sides came up with proposals or ideas, which demonstrate their political will to advance the process of peaceful talks. Consensus was reached on phase I of the abandonment of nuclear programmes; agreement was reached on taking concerted steps in seeking a solution for the nuclear issue according to the principle of "matching words with words, action with action". The Working Group's Concept Document was considered and adopted; the date of the 4th round was agreed upon in principle and Chairman's Statement was published. These results have created favourable conditions for keeping the momentum of the Talks and deepening substantive discussion. At present, China is actively coordinating with parties concerned and making an effort for the early start of the 4th round of the Six-Party Talks. We hope that all sides will cherish the fruitful results that were achieved with great difficulty and jointly keep up and further the process of dialogue.

At this moment, the DPRK nuclear issue is at a crucial juncture. There are both difficulties and opportunities. What's needed most is to enhance mutual confidence among parties concerned; to show political will; to display diplomatic wisdom and skills and to make further efforts to maintain and facilitate the process of the Six-Party Talks. We hope that, on the one hand, parties concerned will continue to remain restrained and calm, refraining from words and deeds that may disrupt the process of the Talks, so as to make a conducive atmosphere. On the other hand, we hope that all sides will, through peaceful dialogue, seek a solution in a gradual manner to the consensus of everyone in good faith and on an equal footing. We are convinced that, with the joint efforts of all sides, the Six-Party Talks will continue to score new progress.
China will continue to adopt an objective and unbiased stance in the matter, actively promote peaceful talks and make unremitting efforts for the peaceful solution of the nuclear issue in the end.
