China and the Existing Non-proliferation Export Control Regimes
As a member of the Nuclear Suppliers Group (NSG), China always maintains that strengthening the universality, authority and effectiveness of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) should be the goal and criterion of the Group's work. Under the promotion of China, the participating governments of the Group have engaged in serious discussions on the matter of participation in the Group in a responsible manner. China is committed to promoting the revision of guidelines and control lists of the group to address security risks brought about by technological development, while safeguarding international cooperation and trade in the peaceful use of nuclear energy and nuclear technologies. China actively supports the Group in carrying out outreach activities and strengthening exchanges with non-participating governments, the industry and academia.
China has always maintained that all countries, especially developing countries, should be fully guaranteed their right to participate in the rule-making and mechanism-building processes for non-proliferation export control. China supports the reasonable propositions of the developing countries represented by the Non-Aligned Movement, which emphasizes that emphasizing that proliferation concerns are best addressed through multilaterally negotiated, universal, comprehensive and non-discriminatory agreements. Based on the above-mentioned position, China has maintained contact with mechanisms such as the Missile Technology Control Regime, the Australia Group and the Wassenaar Arrangement, and encouraged relevant mechanisms to abide by their technical nature, fulfill their commitments of not interfering with peaceful use and international trade in relevant fields, and play a constructive role in promoting common security and universal development.
