In April 2004, the UN Security Council unanimously adopted Resolution 1540, which calls on all states to take measures to strengthen domestic controls and export control with a view to preventing the acquisition of WMD and related materials and technologies by non-state actors. It also calls on all states to submit national reports to the Security Council on the implementation of the Resolution. According to this resolution, the Security Council established the 1540 Committee consisting of all members of the council, to further promote the implementation of the resolution. Since then, the Security Council has passed four resolutions, extending the mandate of the 1540 Committee until 30 November 2032, and encouraging all states to promote the full implementation of Resolution 1540 and strengthen international assistance and cooperation.
China supports the UN to play its due role in the field of nonproliferation and welcomes the adoption of Security Council Resolution 1540. We believe the Resolution plays a significant role in enhancing the international consensus and cooperation on non-proliferation, and preventing the non-state actors from acquiring WMD and their means of delivery and related materials.
As a permanent member of the UN Security Council and a member of the 1540 Committee, China attaches great importance to Resolution 1540, supports and actively participates in the work of the 1540 Committee. China submitted its national report and additional information which elaborated on China's non-proliferation policies and positions, and introduced China's measures on preventing and combating proliferation activities of non-state actors from perspectives of legislation, law enforcement and international cooperation.
China actively participates in outreach activities related to Resolution 1540. In July 2006, we jointly held a seminar on the implementation of the resolution in the Asia Pacific region with the European Union, the United Nations Office for Disarmament Affairs, and other relevant countries in Beijing, which was highly praised by all parties. In October 2014, Ambassador Oh Joon, the then Chairman of the 1540 Committee and the Permanent Representative of South Korea to the United Nations, led a delegation of the Committee on its first "country visit" to China. To promote the implementation of the resolution in the Asia Pacific region, China has cooperated with the 1540 Committee in 2015, 2017, 2019, and 2024 to hold four "Training Course of the 1540 Points of Contact in the Asia and Pacific Region" in Qingdao, Xi'an, Xiamen, and Beijing.
China stands ready to work with the international community to continue promoting the implementation of the resolution, and is willing to provide assistance to other countries on the implementation of the Resolution within our capabilities when necessary and feasible.
