On November 12, 2014, President Xi Jinping held talks with President Ollanta Humala of Peru at the Great Hall of the People.

Xi Jinping pointed out that although far apart in geography between China and Peru, the vast ocean did not obstruct the profound friendship between the two peoples. During your visit to China last year, we upgraded the bilateral relations to comprehensive strategic partnership, ushering in a broad prospect for the bilateral relations. As a Chinese saying goes, “It is the time to brave the wind and waves and set sail on the sea”. I am willing to join efforts with you to chart the course and set sail for bilateral relations to advance by braving the wind and waves. We should expand, consolidate and enhance bilateral cooperation in various fields and push China-Peru relations at a higher level. Both sides should intensify high-level contacts, enhance exchanges between governmental departments, legislative bodies, and political parties, earnestly construct the bilateral free trade area and well promote bilateral cooperation in economy, trade, energy, mining, infrastructure construction, agriculture and other fields. China will actively participate in the construction of the project of “railway linking the two oceans” that run from the Peruvian Pacific coast to the Brazilian Atlantic coast. China supports the 20th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) to be held next month in Peru next month and stands ready to play a constructive role in promoting the Conference for positive results. The first ministerial meeting of the Forum between China and the Community of Latin American and Caribbean States will be held in Beijing next year. China is willing to work with Peru to promote the meeting for expected results and facilitate the overall cooperation between China and Latin America.

Ollanta Humala congratulated China on hosting a successful Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting and expressed the willingness of Peru to join efforts with China to push forward the construction of Free Trade Area of the Asia-Pacific (FTAAP). Ollanta Humala said that under the current situation of slow global economic growth and increasingly urgent demands for coping with climate change, only by intensifying cooperation with the Chinese side to jointly address various global challenges and to enrich the connotation of bilateral comprehensive strategic partnership, can Peru realize industrialization and sustainable development. Peru welcomes Chinese enterprises to participate in mining, oil and gas, water and power resources development, as well as infrastructure construction in Peru, and stands ready to enhance communication with the Chinese side in culture, education, talent training and other fields. Peru welcomes and will take an active part in Lain America-China cooperation.

After the talks, the two heads of state together witnessed the signing of cooperation documents including the setting up of a joint working group on the construction of the railway linking the two oceans among relevant Chinese, Peruvian and Brazilian departments.

Before the talks, Xi Jinping held a welcoming ceremony for Ollanta Humala at the North Hall of the Great Hall of the People. Wang Huning, Li Zhanshu, Yang Jiechi and others were present.
