From September 15 to 17, 2015, the 5th China-Latin America and Caribbean Region People-to-People Friendship Forum was held in Hangzhou. Special Representative of the Chinese Government on Latin American Affairs Yin Hengmin was present and delivered a keynote speech on China-Latin America relations at the opening ceremony.
Yin Hengmin expressed that in recent years, under the joint efforts of governments and friendly personages of all walks of life of the two sides, China and Latin America have witnessed comprehensive and rapid development in their relations and continuously expanded and deepened cooperation in all fields. The Chinese government highly values developing relations with the Latin American countries and since 2013, it has put forward a new framework for its Latin America policy and a series of new measures and established the Forum between China and the Community of Latin American and Caribbean States (CELAC) as a new platform for China-Latin America cooperation, gaining positive response from the Latin American side. In the next phase, both sides should keep dialogue and exchanges at all levels to consolidate political foundation for bilateral relations, implement the cooperation measures to upgrade bilateral economic and trade relations, enhance people-to-people and cultural exchanges to cement public opinion foundation for bilateral friendship, and improve the overall cooperation mechanism to forge a bilateral cooperation network in a comprehensive and balanced manner.
Yin Hengmin noted that non-governmental exchanges constitute an important part of bilateral relations. The China-Latin America and Caribbean Region People-to-People Friendship Forum, as an institutionalized sub-forum under the framework of China-CELAC Forum, serves as an important platform for bilateral friendly personages to boost dialogue and exchanges as well as facilitate mutual understanding and friendship. It is hoped that the participants will have good communication and exchanges thus offer their advice and suggestions for and make their contributions to the constant development of bilateral relations.
During the meeting, Special Representative Yin Hengmin also had extensive communication with representatives of friendship associations from the Latin American and Caribbean countries.
Established in 2007, the China-Latin America and Caribbean Region People-to-People Friendship Forum was included in the framework of the China-CELAC Forum this January . This Forum was co-hosted by the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) and the Friendship Federation of Latin America and the Caribbean and China, and organized by Zhejiang Provincial People’s Association for Friendship with Foreign Countries. Over 100 people from 21 countries attended the Forum including CPAFFC Secretary-General Li Xikui and Vice Governor of Zhejiang Province Liang Liming as well as Governor-General Rodney Williams and Minister of Foreign Affairs and International Trade Charles Fernandez of Antigua and Barbuda.
