Invited by the People's Government of Hebei Province and organized by the Department of Latin American and Caribbean Affairs of the Foreign Ministry, envoys of the Latin American and Caribbean countries in China visited Tangshan City and Qinhuangdao City from November 4 to 6, 2015 to conduct field investigation, research and communication for international production capacity cooperation. Director-General of the Department of Latin American and Caribbean Affairs of the Foreign Ministry Zhu Qingqiao, Special Representative of the Chinese Government on Latin American Affairs Ambassador Yin Hengmin, 21 envoys and senior diplomats of 14 Latin American and Caribbean countries as well as journalists of some Latin American media in Beijing took part. In the meantime, the Department of Latin American and Caribbean Affairs of the Foreign Ministry and relevant departments of the People's Government of Hebei Province co-hosted a presentation on international production capacity cooperation in Tangshan City on November 4, and nearly 150 people including relevant Chinese and Latin American officials as well as heads of relevant enterprises in Hebei Province were present.

In his speech at the presentation, Vice Secretary-General of the People's Government of Heibei Province Na Shuchen warmly welcomed the envoys' visit to the province on behalf of the provincial government, introduced the overall thinking and favorable conditions for production capacity cooperation between the province and the Latin American and Caribbean countries, and warmly invited the Latin American side to attend the 10th China-LAC Business Summit to be held in Tangshan City next year to jointly seek cooperation and development. Director-General Zhu Qingqiao, in his speech, elaborated the great significance of China-Latin America cooperation in production capacity and the important opportunities it embraces and looked into its promising prospect, and proposed specific suggestions for Chinese enterprises developing the Latin American market and seeking win-win development. Envoys or representatives from 11 countries such as Argentine Ambassador to China Gustavo Martino, Grenadian Ambassador to China I. J. Karl Hood and Costa Rican Ambassador to China Ricardo León Pérez expressed their willingness to cooperate with Heibei Province in production capacity and other economic and trade areas, and introduced their own countries' economic development, investment environment, laws, policies and demands for production capacity cooperation.

During the visit, the envoys investigated such leading enterprises as Tangshan Iron and Steel Group Co., Ltd, Tangshan Railway Vehicle Co., Ltd, Tangshan Jidong Cement Co., Ltd, CITIC Dicastal Co., Ltd and Contec Medical Systems Co., Ltd, and attended the presentation on Qinhuangdao City. They expressed that the visit comes at the right time and is very fruitful and impressive, bearing positive significance to an in-depth understanding of advantageous production capacity and leading enterprises of Heibei Province and to the advancement of bilateral production capacity cooperation.
