Xi Jinping Holds Talks with President Michelle Bachelet of Chile, Agreeing to Deepen China-Chile Comprehensive Strategic Partnership

On May 13, 2017, President Xi Jinping held talks with President Michelle Bachelet of Chile at the Great Hall of the People. The two heads of state agreed to make joint efforts to deepen China-Chile comprehensive strategic partnership.

Xi Jinping pointed out that as the first South American country to establish diplomatic relations with the People’s Republic of China as well as the first Latin American country to sign a free trade agreement with China, Chile has initiated many "firsts" in developing relations with China. Under the current situation, as good friends and good partners, the two countries should work together to make a good start of bilateral comprehensive strategic partnership. Both sides should make full use of dialogue mechanisms in various fields and at all levels, and well implement the joint action plan of the two governments, so as to consolidate the foundation for the long-term development of bilateral relations. Both sides should take the upgrade of bilateral free trade agreement as the mainline to build a multiple cooperation pattern, align development strategies within the “Belt and Road” construction framework, promote two-way investment, and push forward bilateral major cooperation projects in such fields as infrastructure construction, regional connectivity, clean energy, information and communication. Both sides should deepen cooperation in disaster prevention and alleviation, post-disaster reconstruction, Antarctic expedition, astronomical observation, biotechnology, space satellite and other scientific and technological fields, and expand people-to-people and cultural exchanges in the fields including culture, education and tourism in a bid to enrich the connotation of the comprehensive strategic partnership. China is willing to strengthen cooperation and coordination with Chile under the Asia-Pacific Economic Cooperation framework, jointly advance the construction of the Free Trade Area of the Asia-Pacific and take Chile’s accession in the Asian Infrastructure Investment Bank as an opportunity to jointly improve infrastructure connectivity in the region.

Xi Jinping pointed out that Latin America is one of the rising areas with the most development potential in the current world and an unceasingly rising and important force in the international pattern. Appreciating Chile’s active contribution to promoting the Forum of China and the Community of Latin American and Caribbean States, China is willing to make joint efforts with Chile to push China-Latin America to achieve mutual benefit and win-win results towards a higher level, a broader scope and greater depth, and jointly build a community of shared future for China and Latin America.

Michelle Bachelet expressed that she was glad to attend the BRF as well as pay a visit to China. Though Chile and China are far away from each other, both countries share extensive common interests. The bilateral comprehensive strategic partnership enjoys sound development momentum. Chile commits to deepening bilateral cooperation, and is willing to give full play to the function of inter-governmental dialogue mechanism, strengthen cooperation in such fields as politics, economy, investment, agriculture, energy, minerals, finance, environment, culture, tourism, e-commerce, information communication, infrastructure, and Antarctic science investigation, and complete negotiation on upgrading the free trade agreement to facilitate personnel exchanges between both countries. Appreciating China’s important role in international affairs, the country expects to enhance coordination and cooperation with China for the sake of China-Latin America cooperation.

After the talks, the two heads of state jointly witnessed the signing of bilateral cooperation documents covering politics, economy, trade, investment, finance, agriculture, tourism, Antarctic science investigation and other fields.

Prior to the talks, Xi Jinping held a welcoming ceremony for Michelle Bachelet at the square outside the East Gate of the Great Hall of the People. Wang Huning, Li Zhanshu, Vice Chairman of the Standing Committee of National People's Congress Zhang Ping, Yang Jiechi, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference Chen Yuan and others were present.
