On July 5, 2019, the consultation at vice-foreign ministerial level on the Middle East Affairs among the BRICS countries was held in Brasilia. Assistant Foreign Minister Chen Xiaodong led a delegation to attend the meeting.

Chen Xiaodong expressed that the current Middle East is far from being peaceful, and factors of instability and uncertainty are on the rise. The BRICS countries should maintain close communication and coordination, unswervingly safeguard the basic rules of international relations and resolutely uphold the political settlement of hotspot issues. Our efforts to promote the momentum of regional development and rejuvenation must not be allowed to wane; our efforts to strengthen cooperation in counter-terrorism and de-radicalization must not be allowed to slacken; and our pace of guiding the momentum of dialogues among civilizations must not slow down. We will make concerted efforts to advancing peace, stability and development in the Middle East, work together to safeguard the common interests of the BRICS and developing countries and jointly safeguard multilateralism, fairness and justice.

Representatives of the BRICS countries attending the meeting exchanged in-depth views on Middle East Affairs and reached broad consensus. After the meeting, a joint statement was released, which stressed that various countries should respect the purposes and principles of the Charter of the United Nations (UN), stay committed to multilateralism and oppose unilateralism; sticking to the "two-state solution" on the Palestinian issue is conducive to the realization of peaceful coexistence between Palestine and Israel; the international community should endeavor to address both symptoms and root causes when combating terrorism rather than resorting to double standards and jointly combat all the terrorist organizations listed by the UN Security Council; and the principle of non-interference in the internal affairs should be upheld on the Syrian, Libyan, Yemeni and Sudanese issues to push for the restoration of stability of relevant countries as soon as possible.

Prior to the meeting, Chen Xiaodong also met with Deputy Foreign Minister Kenneth Félix Haczynski da Nóbrega of Brazil and Deputy Foreign Minister Mikhail Bogdanov of Russia on separate occasions.
