Dialogue with a Millennia-old Civilization, Embrace Opportunities with China – The Ministry of Foreign Affairs Organizes a Delegation of Diplomatic Envoys in China to Visit Shaanxi

From November 16 to 19, 2025, the Ministry of Foreign Affairs organized a delegation of diplomatic envoys in China to visit Shaanxi Province. Ambassadors, representatives of international organizations, and senior diplomats from 22 countries, including Serbia, the Republic of Korea, Mexico, and Botswana, as well as from the China Office of the United Nations World Food Programme and the Secretariat of the Shanghai Cooperation Organization participated in the event. Secretary of the CPC Shaanxi Provincial Committee Zhao Yide met with the delegation, and Assistant Foreign Minister Hong Lei attended the meeting.

Zhao Yide stated that the fourth plenary session of the 20th Central Committee of the Communist Party of China had made plans to expand high-standard opening up, sending a strong signal that China will continue to pursue openness, cooperation, mutual benefit and win-win outcomes. Shaanxi will integrate more deeply into the broader Belt and Road framework and strive to become a stellar example of inland reform and opening up. He said that Shaanxi Province is willing to enhance dialogue and exchanges with other countries, expand the scope of cooperation, and work together to promote common development.

Hong Lei said that the Ministry of Foreign Affairs is ready to serve as a bridge to help diplomatic envoys of all countries gain an in-depth understanding of the new grand vision of Chinese modernization, grasp the broad development prospects of China's 15th Five-Year Plan, and promote friendly and mutually beneficial cooperation with China.

During their stay in Shaanxi, the diplomatic envoys visited the Yan'an Revolutionary Memorial Hall and a former revolutionary site at Yangjialing to understand "where the CPC came from"; toured the Emperor Qinshihuang's Mausoleum Site Museum to experience intangible cultural heritage and learn about "where China came from"; and visited the China-Europe Railway Express assembly center, BYD base, and Aiju Grain and Oil base. Upon invitation, the diplomatic envoys also attended the Second China Railway Express Cooperation Forum to appreciate "where China is heading under the leadership of the CPC".

The diplomatic envoys highly praised Shaanxi Province for its high-quality development achievements in recent years. They said that the visit had deepened their understanding of the Yan'an Spirit and the CPC's people-centered approach to governance. They expressed great expectations for the new blueprint of China's 15th Five-Year Plan, and their hope to carry out exchanges and cooperation with China in various fields.
