On September 14, 2024, Vice Foreign Minister Chen Xiaodong attended a special session of the 11th Beijing Xiangshan Forum and delivered a keynote speech entitled "Jointly Acting on the Global Security Initiative and Building a Community with a Shared Future for Mankind that Enjoys Universal Security".

Chen Xiaodong said, President Xi Jinping, having in mind humanity's future, security and wellbeing, put forward the Global Security Initiative (GSI). The GSI has since been widely welcomed and recognized by the international community. At the 2024 Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), China and Africa reached important consensus on jointly implementing the GSI. China-Africa peace and security cooperation has achieved milestone results under the guidance of the GSI. It is a fine example of China working together with the rest of the world toward a community with a shared future for mankind that enjoys universal security.

Chen Xiaodong presented comprehensively the fruitful outcomes in all the GSI's 20 priorities of cooperation, stressing that the GSI serves as a compass for the endeavor of humanity to emerge from the security dilemma, injects new impetus into the efforts of resolving differences and disputes, turbocharges in-depth international and regional security cooperation, and builds new platforms for international security exchanges and dialogue. These achievements have proved once again the value and power of Xi Jinping Thought on Diplomacy, and fully demonstrated the strategic guidance provided by the GSI in the endeavor to build a community with a shared future for mankind that enjoys universal security.

Chen Xiaodong said that going forward, China will follow through on the guiding principles of the Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), work with the rest of the international community to further implement the GSI, firmly support the U.N. in playing a central role in global security governance, further enhance the "strength of the South" for peace and security, step up efforts to promote the political settlement of hotspot issues, and actively align cooperation under the GSI with the regional architecture to further promote regional security and stability, jointly building a community with a shared future for mankind that enjoys universal security.
