
On August 26, 2025, the 3rd International Seminar on Counter-Terrorism was held in Urumqi, Xinjiang. Director-General of the Department of Security Cooperation of the Foreign Ministry Wang Lixin attended the event.
Wang Lixin stated that the current international counter-terrorism situation has become more complex and severe. Terrorist organizations such as the East Turkestan Islamic Movement have taken advantage of the chaos to fester, which not only poses a grave threat to China's national security but also seriously undermines international and regional security and stability. All countries must firmly foster a sense of community with a shared future, act on the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, and make greater contributions to maintaining lasting world peace and universal security.
The participating guests held that the resurgence of terrorist activities seriously jeopardizes international and regional security and stability. All countries should resolutely combat all forms of terrorism and avoid selective counter-terrorism.
The seminar was jointly organized by the China Institute of International Studies, the Foreign Affairs Office of the People's Government of Xinjiang Uygur Autonomous Region, and the World Muslim Communities Council. Foreign representatives from 20 countries and regional organizations, including the United Arab Emirates, Russia, and the African Union, attended the event.
