On May 2, 2025, Legal Adviser to the Ministry of Foreign Affairs and Member of the United Nations International Law Commission Ma Xinmin represented China at the International Court of Justice (ICJ) and made an oral statement on the advisory opinion concerning humanitarian aid to Palestine. In light of China's policy and position on the Palestinian question and related humanitarian aid, he elaborated on China's views and propositions on legal issues regarding the Court's advisory jurisdiction, the legal system of humanitarian aid in armed conflicts, the obligations of Israel as an occupying power and a member of the United Nations to third parties, and other legal matters.
This marks China's second participation in an oral proceeding before the ICJ on an advisory opinion concerning the Palestinian question, following its participation in the 2024 advisory opinion on the occupied Palestinian territory.
