On November 18, 2025, the Second China Railway Express Cooperation Forum opened in Xi'an, Shaanxi Province. Member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and Vice Premier of the State Council Ding Xuexiang attended the opening ceremony and delivered remarks.

Ding Xuexiang said that China attaches great importance to the development of the China Railway Express. President Xi Jinping has stressed the need to make the China Railway Express deliver better, more cost-effective and safer service. As a flagship project of high-quality Belt and Road cooperation, the China Railway Express has kept pace with the times, achieved leapfrog development, and has become an international logistics brand with strong outreach, driving force and influence, as well as a tireless "steel camel caravan" galloping along the Silk Road Economic Belt.

Ding Xuexiang noted that the fourth plenary session of the 20th CPC Central Committee has mapped out a blueprint for China's development over the next five years, and also made important arrangements for the development of the China Railway Express. China is ready to work with all parties to uphold the spirit of the Silk Road, engage in active communication and cooperation, and take the development of the China Railway Express to new heights, so as to better facilitate economic and trade exchanges and mutual learning between Asia and Europe. He put forward four proposals: First, it is necessary to enhance openness and connectivity by deepening the coordination and harmonization of infrastructure and rules and standards, coordinating railway, highway, maritime and other modes of transport, and consolidating and enhancing the advantages of diversified transport channels. Second, it is necessary to strengthen cooperation and innovation by actively promoting the application of high and new technologies, accelerating digital and intelligent development of the China Railway Express, and fostering new growth drivers for sustainable development. Third, it is necessary to enhance risk control by further synergizing transport development strategies, establishing and improving mechanisms for law enforcement communication and collaboration, advancing information connectivity and sharing, and cementing the foundation for safe development. Fourth, it is necessary to advance integrated development by supporting deeper and broader cooperation among enterprises along the route, maintaining the stability of international industrial and supply chains, ensuring smooth logistics, boosting trade growth, and fostering industrial upgrading to achieve a virtuous cycle, thereby promoting economic prosperity in the regions along the route.

Vice President of the National Assembly of Bulgaria Tsoncho Tomov Ganev attended the opening ceremony and delivered remarks.

After the ceremony, Ding Xuexiang held a meeting with Tsoncho Tomov Ganev. The two sides exchanged views on China-Bulgaria relations and practical cooperation.

During the forum, Ding Xuexiang toured the exhibition titled Review of Operation of China Railway Express.

The theme of this year's China Railway Express Cooperation Forum is "Connecting Asia and Europe for a Shared Future". Approximately 450 participants, including experts, scholars, entrepreneurs, and government officials from home and abroad as well as representatives of international organizations, attended the opening ceremony.
