
From November 21 to 25, 2025, Special Representative of the Ministry of Foreign Affairs for China-CEEC Cooperation Affairs Ambassador Chen Guoyou visited Montenegro. During the visit, he met separately with high-ranking officials, including Montenegro's Deputy Prime Minister, Vice President of the Parliament, Minister of Ecology, Sustainable Development and Northern Region Development, and the State Secretary of the Ministry of Foreign Affairs. Special Representative Chen introduced the guiding principles of the fourth plenary session of the 20th Central Committee of the Communist Party of China and the core tenets of the Global Governance Initiative. The two sides exchanged views focusing on strengthening political mutual trust, enhancing economic, trade, and cultural exchanges, advancing practical cooperation across various fields, deepening coordination and collaboration within the framework of China-CEEC Cooperation, and other topics. During the visit, Special Representative Chen also communicated with the President of the Tivat Municipal Assembly and the management of Bar Port.
