On July 10, 2018, State Councilor and Foreign Minister Wang Yi presided over the 8th Ministerial Meeting of the China-Arab States Cooperation Forum in Beijing. In his speech, Wang Yi said that China's momentum of further opening up completely dovetails with the process of accelerating industrialization and economic diversification in Arab states. The two sides should work together to forge a cooperation layout featuring "industrial park-port interconnection, two-wheel and two-wing approach", and continuously transform the shared demands of both sides into a growth point for cooperation.
Wang Yi said that China's four major industrial parks in Egypt, the United Arab Emirates, Saudi Arabia and Oman are getting off the ground in a steady fashion. We should integrate the construction and operation of these industrial parks with the neighboring ports including Khalifa Port in Abu Dhabi, Port of Djibouti and Port Said of Egypt and others to forge the "industrial park-port interconnection". We also need to combine the long-term plans including the railway networks of the Arabian Peninsula and North Africa to continuously improve the capabilities of the Middle East to facilitate trade, advance industrial agglomeration and boost regional development.
Wang Yi said that we should promote the operation of "two wheels" by combining cooperation in conventional oil and gas and low-carbon energy to establish the China-Arab states strategic cooperative relations in energy field, connecting all industry chains and covering all areas. We should work to enhance cooperation in science and technology and finance as "two wings", which requires us to cooperate in the fields of artificial intelligence, mobile communications, Internet of Things, space launch, satellite navigation and others, and innovate investment and financing methods, mobilizing various funds to participate in the joint building of the Belt and Road between China and Arab states.
