On December 2, 2024, Special Envoy Zhai Jun of the Chinese Government on the Middle East Issue attended the Ministerial Conference to Enhance the Humanitarian Response in Gaza in Cairo, Egypt. The conference was co-hosted by Egypt and the United Nations, with representatives from over 100 countries and regions, as well as international organizations, in attendance.

Zhai Jun said that China is deeply concerned and saddened by the humanitarian disaster in Gaza. To fundamentally alleviate the Gaza crisis, a comprehensive and unconditional ceasefire must be realized. The immediate priority is to ensure rapid and unimpeded access of humanitarian aid to Gaza. The top priority is to support the United Nations in playing a greater role in the Palestinian question and to support the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in performing its duties. The fundamental guarantee is the effective implementation of international law, especially international humanitarian law.

Zhai Jun said that since the outbreak of the Gaza conflict, China has provided emergency cash assistance respectively to the UNRWA and the Palestinian government, as well as multiple batches of humanitarian aid to Gaza through Egypt. China will work with the international community to contribute wisdom and strength to quell the fighting in Gaza as soon as possible, alleviate the humanitarian situation in Gaza, and push the Palestinian question back onto the right track of the two-State solution.

During the meeting, Special Envoy Zhai Jun also met separately with Egyptian Foreign Minister Badr Abdelatty and Russian Deputy Foreign Minister Vershinin Sergey Vasilievich.
