On October 20, 2023, Vice President Han Zheng attended and addressed the opening ceremony of the 24th Conference on the Electric Power Supply Industry in Xiamen, Fujian.

Han Zheng said, in the face of new changes in the structure of energy supply and demand and new trends in international energy development, President Xi Jinping put forward a new energy security strategy featuring "four reforms and one cooperation". The Report to the 20th National Congress of the Communist Party of China has set the goal of basically realizing a "Beautiful China" by 2035 and made a comprehensive plan for advancing green development. China is accelerating the coordinated development of the economy, society, and ecological environment to provide China's solution to the global transformation of energy and electric power.

Han Zheng pointed out that the green and low-carbon energy transformation has become a consensus among all countries, and it is an irreversible trend of the times. China will uphold the vision of a human community with a shared future and work with Asia-Pacific countries to jointly foster a new landscape of open and win-win international cooperation in energy and electric power.

Han Zheng put forward three proposals. First, enhance cooperation on connectivity to promote energy transformation. All parties should strengthen exchanges and cooperation in energy and electric power, jointly construct energy and electric power infrastructure, and promote the large-scale development and utilization of clean energy in the region. Second, promote green and low-carbon development to respond to climate change. All parties should firmly uphold the international system with the United Nations at its core, and fully and effectively implement the United Nations Framework Convention on Climate Change and its Paris Agreement to work for a fair and equitable climate governance system featuring win-win cooperation. Third, deepen practical cooperation and promote scientific and technological innovation. All parties should think and act with more openness with regard to cooperation in the research, development, and application of new energy and key technologies and joint exploration for new technologies, new business types, and new modes to inject strong impetus into scientific and technological innovation in electric power in the Asia-Pacific region.

Themed "Low Carbon Energy Powering a Green Future", the conference provides an important platform for all parties to discuss energy transformation and promote green development. More than 2,700 people, including government and business representatives from the 18 member countries and regions of the Association of the Electricity Supply Industry of East Asia and the Western Pacific, representatives of international organizations, experts and scholars attended the conference.

Before the conference, Han Zheng had a group meeting with attending guests from home and abroad and had exchanges with them.
