From November 1 to 2, 2025 local time, at the invitation of Kuwait's Crown Prince Sheikh Sabah Al-Khaled Al-Sabah, Vice President Han Zheng paid a visit to Kuwait. In Kuwait City, Han Zheng met separately with Kuwait's Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, Crown Prince Sheikh Sabah Al-Khaled Al-Sabah, and Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah.

When meeting with Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, Han Zheng conveyed President Xi Jinping's cordial greetings and best wishes to Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah. Han Zheng stated that China always cherishes its friendship with Kuwait and attaches great importance to developing its relations with Kuwait. Since 2022, President Xi Jinping and Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah have met twice and reached a series of important understandings, providing strategic guidance for elevating China-Kuwait relations to higher levels. The fourth plenary session of the 20th Central Committee of the Communist Party of China sent a clear signal that China is further deepening reform comprehensively and expanding high-standard opening up, which will create favorable opportunities for the development of China-Kuwait relations. China is ready to deepen political mutual trust with Kuwait, implement the bilateral cooperation documents signed in the presence of the two heads of state, and strive for substantive progress at an early date, so as to achieve in-depth and solid development of the strategic partnership between both countries. The Global Governance Initiative put forth by President Xi Jinping has charted the course for reforming and improving the global governance system. China believes that Kuwait will actively support this initiative and also welcomes Kuwait to join the Group of Friends of the Global Development Initiative. China appreciates Kuwait's long-term efforts to support and promote cooperation between China and the Gulf Cooperation Council (GCC) countries, and hopes that Kuwait, as the GCC's rotating presidency, will further exert positive influence in this regard.

Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah asked Han Zheng to convey his high respect for President Xi Jinping. Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah noted that Kuwait was the first Gulf Arab country to establish diplomatic relations with the People's Republic of China, which reflects the strategic and forward-looking nature of bilateral relations. Kuwait highly appreciates and supports the four global initiatives put forth by President Xi Jinping, especially the recently proposed Global Governance Initiative, and firmly adheres to the one-China policy. Kuwait is ready to work with China to jointly advance Belt and Road cooperation, implement relevant bilateral cooperation documents, and elevate Kuwait-China relations to higher levels. Kuwait is willing to play an active role in advancing GCC-China and Arab-China cooperation to new levels.

During his talks with Sheikh Sabah Al-Khaled Al-Sabah, Han Zheng noted that Kuwait is a country with a unique and significant influence in the Middle East, and that China has always placed Kuwait in an important position in its Middle East diplomacy. In recent years, under the strategic guidance of President Xi Jinping and Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, the strategic partnership between the two countries has witnessed steady growth. Next year marks the 55th anniversary of the establishment of diplomatic relations between China and Kuwait. China is ready to take this opportunity to work with Kuwait to implement the important common understandings reached between the two heads of state, further deepen political mutual trust, enhance practical cooperation in various fields, and elevate bilateral relations to a new height. China is also ready to strengthen coordination with Kuwait to work for greater progress in collective cooperation between China and Arab states as well as between China and the GCC countries, jointly promote multilateralism, and make global governance more just and equitable.

Sheikh Sabah Al-Khaled Al-Sabah stated that Kuwait and China enjoy a close and solid friendship. Kuwait supports China in safeguarding its core interests and is willing to expand cooperation with China, implement bilateral cooperation projects, and promote greater development of Kuwait-China relations. As the global order is undergoing profound adjustments, Kuwait firmly supports multilateralism, and highly appreciates China for upholding justice in international affairs and for its fair stance on the Palestinian question. Kuwait is willing to strengthen multilateral coordination with China and make joint efforts to safeguard peace and stability in the Middle East.

When meeting with Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, Han Zheng noted that China and Kuwait are good friends and good partners. In recent years, China-Kuwait relations have made positive progress. China-Kuwait cooperation is highly complementary and has great potential. China is ready to work with Kuwait to upgrade bilateral practical cooperation on the basis of mutual benefit and win-win outcomes, effectively advance the implementation of cooperation projects, and bring the China-Kuwait strategic partnership to a higher level.

Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah said that Kuwait values the friendship and mutual trust with China and is willing to work with China to actively implement the important common understandings reached by the two heads of state, advance bilateral cooperation projects at a faster pace, translate the high level of Kuwait-China relations into more tangible cooperation outcomes, and open up new prospects for bilateral relations.

During the visit to Kuwait, Han Zheng attended a welcoming ceremony hosted by Crown Prince Sheikh Sabah Al-Khaled Al-Sabah.
