Xi Jinping Holds Talks with General Secretary of the Communist Party of Viet Nam Central Committee and President of Viet Nam To Lam

On the morning of April 15, 2026, General Secretary of the Communist Party of China (CPC) Central Committee and President Xi Jinping held talks with General Secretary of the Communist Party of Viet Nam (CPV) Central Committee and President of Viet Nam To Lam, who is on a state visit to China, at the Great Hall of the People.

Xi Jinping once again congratulated To Lam on his election as the President of Viet Nam. Xi Jinping noted that your decision to visit China at the earliest possible date after your election demonstrates the high importance you attach to the development of China-Viet Nam relations. It is believed that under the strong leadership of the CPV Central Committee with Comrade To Lam at its core, Viet Nam will steadfastly follow the path of socialism and strive diligently toward the “Two Centenary Goals” of the Party and the State. No matter how the international landscape may evolve, China will always regard Viet Nam as a priority in its neighborhood diplomacy. China is ready to work with Viet Nam to uphold the original aspiration, renew the traditional friendship, and promote unity, coordination and mutual support. Together, we will continue to follow the six overall goals of “greater political mutual trust, more solid security cooperation, deeper mutually beneficial cooperation, stronger popular support, closer multilateral coordination and better handling of differences”, advance comprehensive strategic cooperation with high quality, accelerate the building of a more substantive China-Viet Nam community with a shared future that carries strategic significance, and make greater contributions to the building of a community with a shared future for humanity.

Xi Jinping stressed that the leadership of the CPC is the defining feature and greatest strength of socialism. Defending the socialist system and the governing status of the Communist Party is the greatest common strategic interest of the two Parties. Both sides should maintain a high degree of strategic sobriety and strong strategic resolve, stay confident in our paths and systems, and keep to the direction of reform without changing our goals or our colors.

The two sides should fully leverage the special role of Party-to-Party channels, maintain close high-level exchanges, and consolidate political mutual trust. It is important to make good use of mechanisms such as high-level meetings, theoretical seminars, cadre training, counterpart exchanges and sub-national cooperation, to implement the new round of cooperation plan between the CPC and the CPV, and to deepen exchanges and mutual learning on theories and practices of governance and Party building. Political security should be given top priority. The “3+3” strategic dialogue on diplomacy, defense and public security should be well utilized, and efforts should be continuously strengthened to enhance the education of ideals and convictions for the younger generations of the two countries.

The two sides should work together with one heart and one mind on the path to modernization. We need to accelerate the alignment of development strategies and prioritize infrastructure connectivity. Cooperation should be enhanced in emerging fields such as artificial intelligence, semiconductors and the Internet of Things. China welcomes more high-quality Vietnamese products into the Chinese market. The two sides should continue to strengthen friendly exchanges and cooperation in tourism, culture, media, education, health and sports, to promote mutual understanding and affinity between the peoples of the two countries. I am ready to announce together with you the launch of the China-Viet Nam Tourism Cooperation Year for 2026-2027.

The two sides should hold high the banner of peace, development, cooperation and win-win outcomes, jointly oppose unilateralism and protectionism, and safeguard the global free trade system and the stability and unimpeded flow of industrial and supply chains. We should work together to implement the Global Development Initiative (GDI), the Global Security Initiative (GSI), the Global Civilization Initiative (GCI) and the Global Governance Initiative (GGI), and jointly address global challenges. This year marks the fifth anniversary of the China-ASEAN Comprehensive Strategic Partnership. China stands ready to enhance coordination and collaboration with regional countries and promote the building of a closer China-ASEAN community with a shared future.

To Lam stated that this is his first overseas visit since being elected President of Viet Nam, and it coincides with the first anniversary of General Secretary and President Xi Jinping’s historic visit to Viet Nam last year, fully reflecting what Comrade General Secretary Xi Jinping said: “Neighbors grow closer with more visits.” Viet Nam appreciates the important political support provided by the CPC, the Chinese government, and the Chinese people for the 14th National Congress of the CPV. Viet Nam is willing to always renew the traditional friendship with China and promote the continuous development of the bilateral comprehensive strategic cooperative partnership and the community with a shared future of strategic significance. Viet Nam congratulates China on the successful completion of its 14th Five-Year Plan and the historic achievements made. Viet Nam believes that China will successfully implement its 15th Five-Year Plan, continuously advance high-quality development and socialist modernization, achieve the Second Centenary Goal as scheduled, and become a pillar of strength and a primary driving force for world peace and development.

At present, Viet Nam-China relations enjoy a positive development momentum, with close strategic communication. Cooperation in the field of defense and security has moved from dialogue to practical cooperation. Economic, trade, investment and infrastructure cooperation are deepening. People-to-people exchanges are very frequent, and multilateral communication is closer. Viet Nam cherishes the special sentiments and consistent support that Comrade General Secretary Xi Jinping has given to Viet Nam-China relations. Viet Nam will firmly take the development of relations with China as its objective need, strategic choice and top priority. Viet Nam continues to support the one-China policy. Viet Nam is willing to strengthen strategic communication and high-level strategic coordination with China, enhance cooperation in economy, trade, investment, railway and other infrastructure, and tourism, strengthen cooperation in education, training, science and technology, culture and sub-national areas, better manage the land border and maintain maritime peace. Viet Nam supports the GDI, GSI, GCI and GGI put forward by Comrade General Secretary Xi Jinping, and is willing to work with China to promote the building of a community with a shared future for humanity.

Following the talks, the two sides witnessed the signing of multiple bilateral cooperation documents covering Party-to-Party exchanges, public security, justice, economy, industrial and supply chain cooperation, customs cooperation, science and technology, people’s livelihood, human resources development, media and sub-national cooperation.

Before the talks, Xi Jinping and his wife Peng Liyuan held a welcome ceremony for To Lam and his wife Ngo Phuong Ly at the square outside the East Gate of the Great Hall of the People. Upon To Lam’s arrival, honor guards lined up to salute. Xi Jinping and To Lam ascended the reviewing stand, where military bands played the national anthems of China and Viet Nam, followed by a 21-gun salute at Tian’anmen Square. To Lam inspected the Guard of Honor of the Chinese People’s Liberation Army and watched the marching ceremony accompanied by Xi Jinping. Children and youth held bouquets along with Party flags and national flags of both countries, cheering and saluting.

At noon that day, Xi Jinping and Peng Liyuan held a welcoming banquet for To Lam and his wife at the Golden Hall of the Great Hall of the People.

On the afternoon of that day, To Lam also visited the Museum of the Communist Party of China.

Cai Qi, Wang Yi, Yin Li, Wang Xiaohong and other officials attended the relevant events.
