On June 6, 2023, State Councilor and Foreign Minister Qin Gang met in Beijing with Secretary General of the International Civil Aviation Organization (ICAO) Juan Carlos Salazar.
Qin Gang said that China is a major country in air transport and its civil aviation industry enjoys broad prospects for development. China has long been a Part I Council member of ICAO, and supports and promotes international cooperation in civil aviation with concrete actions, making positive contributions to the safe, orderly and sound development of the international civil aviation industry. The Belt and Road Initiative and Global Development Initiative proposed by China are highly compatible with the No Country Left Behind initiative advocated by ICAO. China welcomes ICAO’s active participation in relevant initiatives to bring into full play the strategic leading role of the civil aviation industry, and to inject confidence and strength into the efforts to revitalize global development and advance the implementation of the UN 2030 Agenda for Sustainable Development.
Qin Gang stressed that the Taiwan question is at the very core of China's core interests, and China's position on Taiwan region's participation in ICAO activities is consistent and clear, that is, it must be handled in accordance with the one-China principle. China appreciates ICAO upholding the right position on Taiwan-related issues, and hopes that ICAO will continue to give China firm support.
Salazar spoke highly of China's important leading role in the development of the world aviation industry, appreciated China's strong support for the work of ICAO, and congratulated China on the successful launch of the commercial operation of COMAC C919. He said ICAO always upholds the one-China principle, will continue to properly handle the Taiwan question in accordance with relevant resolutions of the UN General Assembly and the organization itself, and will work with China to further deepen international cooperation in civil aviation among countries.
