On March 25, 2025, Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs Wang Yi and Portugal's Minister of State and Foreign Affairs Paulo Rangel held the second China-Portugal strategic dialogue at the foreign ministers' level in Beijing.
Wang Yi said, China and Portugal have a good tradition of mutual respect and support, which is the fundamental reason for the long-term and stable development of China-Portugal relations and the political guarantee for the steady and sustained growth of bilateral relations. The two sides have properly resolved the question of Macao with political wisdom, setting a good example of resolving issues left over from history through friendly consultation. Last year, China and Portugal jointly celebrated the 45th anniversary of the establishment of diplomatic relations. President Xi Jinping and President Marcelo Rebelo de Sousa exchanged congratulatory messages and spoke highly of the successful practice in the development of bilateral relations. Noting that this year marks the 20th anniversary of the establishment of China-Portugal comprehensive strategic partnership and the 50th anniversary of the establishment of diplomatic relations between China and the European Union (EU), Wang Yi said that China is ready to work with Portugal to build a more stable, fruitful and dynamic China-Portugal relationship and make China and the EU strategic partners who trust each other and help each other succeed.
Wang Yi introduced China's economic development, saying that the recent Two Sessions set an annual economic growth target of around 5 percent, and made it clear that China will steadily expand institutional opening up and take the initiative to open wider and advance unilateral opening up in a well-ordered way. Chinese modernization is a modernization that seeks mutual benefit and win-win results with all countries, which will provide greater opportunities for Portugal and other countries in the world. Portugal is one of the EU countries receiving the most Chinese investment per capita. In the spirit of openness and cooperation, the two sides have engaged in long-term and stable cooperation in fields such as energy, finance and health, and made joint efforts to address the international financial crisis and global public health challenges, which reflects the true essence of a comprehensive strategic partnership. The two sides should take stock of the successful experience in the development of China-Portugal relations, and actively expand cooperation in areas such as project investment, green transition, digital economy, innovation, research and development, and information and communication. The two sides should also expand people-to-people exchanges, continue to leverage Macao's role as a bridge, and push for greater development of bilateral relations.
Wang Yi noted that this year marks the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the United Nations. In the face of a volatile and turbulent international situation, unity and cooperation is the only correct choice for all countries. The world must move forward, rather than regressing to the law of the jungle that leaves the weak at the mercy of the strong. China firmly advocates for an equal and orderly multipolar world and universally beneficial and inclusive economic globalization. China attaches great importance to Portugal's unique role within the EU and on the international stage, and is ready to strengthen coordination with Portugal to unequivocally uphold and practice multilateralism, firmly safeguard the status and role of the United Nations, and jointly defend international fairness and justice. China regards Europe as an important pole in a the multipolar world, supports Europe in maintaining its strategic autonomy, and is ready to uphold the partnership with Europe, expand openness and cooperation, and promote the sound development of China-Europe relations. Wang Yi expressed the hope that Portugal will play a positive role in this regard.
Paulo Rangel said, Portugal and China have a long history of exchanges, and bilateral relations have maintained sound development. With mutual understanding and respect, the two sides have resolved the question of Macao peacefully, setting an example for the world, of which Portugal is highly proud. Paulo Rangel expressed his pleasure at seeing the success of the "One Country, Two Systems" practice in Macao. Noting that China is a trustworthy partner, he said Portugal attaches great importance to its relations with China and firmly pursues the one-China policy. Chinese investment has played an important role in Portugal's economic and social development. In the spirit of openness, Portugal welcomes more Chinese enterprises to invest and do business in the country and is ready to strengthen cooperation with China in areas such as economy, trade, energy, health, finance, infrastructure, and green transition. As an increasing number of Portuguese people are learning Chinese and hope to learn more about China, the two sides can strengthen cooperation in culture, education and other aspects, enhance people-to-people exchanges, and foster greater mutual understanding and friendship between the two peoples. The EU and China should uphold their partnership, strengthen dialogue and cooperation, jointly oppose protectionism, uphold multilateralism, and support the central role of the United Nations in international affairs. Portugal is willing to strengthen multilateral coordination with China.
The two sides had an exchange of views on the Ukraine crisis and other issues of common interest and concern.
