Updated: May 13, 2025 23:00

On May 13, 2025, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi stated at the Fourth Ministerial Meeting of the China-CELAC Forum that President Xi Jinping and leaders of Latin American and Caribbean (LAC) countries have reached broad common understandings, drawing a blueprint and providing strategic guidance for the long-term development of China-LAC relations. China is ready to work with the LAC side to follow through on the common understandings, jointly respond to global uncertainties and changes through solidarity and coordination, pursue common development and prosperity through mutually beneficial cooperation, deliver benefits to the peoples of both sides and the international community, and usher in a brighter future in building a China-LAC community with a shared future.

First, firmly support each other's core interests. The LAC region is the shared home for its people, not the backyard of any country. China firmly supports LAC countries in upholding independence, seeking strength through unity, and exploring modernization paths suited to their own national conditions. China opposes power politics and interference in internal affairs. The Taiwan question concerns China's sovereignty and territorial integrity. China hopes and believes that LAC countries will continue to firmly abide by the one-China principle and support China's legitimate position.

Second, further deepen practical cooperation in economy and trade. China is ready to enhance cooperation with LAC countries across various sectors within the frameworks of the Belt and Road Initiative and the Global Development Initiative, improve connectivity, and safeguard the stability of industrial and supply chains. China will earnestly implement the RMB 66 billion yuan credit line that was announced by President Xi Jinping for LAC countries, and continue to expand cooperation in emerging areas to inject new momentum into LAC countries' economic and social development. China will also continue to host such events as the China-LAC Business Summit and the High-Level China-Latin America Investment and Cooperation Forum to create more opportunities for greater cooperation between enterprises of both sides.

Third, actively carry out cooperation on peace and security. China supports LAC countries' efforts to safeguard regional peace and stability. China is ready to work with LAC countries to implement the Global Security Initiative, jointly combat all forms of terrorism, deepen exchanges and dialogue on cybersecurity, and actively engage in cooperation on fugitive repatriation, illegal proceeds recovery, and anti-money laundering. China will also provide assistance within its capacity to help LAC countries enhance disaster management capabilities and improve disaster prevention and mitigation.

Fourth, continue to enhance exchanges and mutual learning among civilizations. China will implement the series of measures announced by President Xi Jinping, strengthen dialogue among civilizations with LAC countries, and expand exchanges among universities, think tanks, media outlets, and at sub-national levels. China will continue to host the China-Latin America and Caribbean Region People-to-People Friendship Forum and the Local Government Cooperation Forum, to transcend estrangement and clashes among civilizations through cultural exchanges and mutual learning, and continue to consolidate the foundation of public support for China-LAC friendship.

Fifth, resolutely defend international fairness and justice. This year marks the 80th anniversary of the victory in the World Anti-Fascist War and the 80th anniversary of the founding of the United Nations. China is ready to work with LAC countries to practice true multilateralism, adhere to the vision of extensive consultation and joint contribution for shared benefit, and lead global governance reform with the principles of fairness, justice, openness and inclusiveness. China and LAC countries will jointly safeguard the international system with the United Nations at its core and the international order based on international law, while continuously increasing the representation and voice of developing countries.
