Wang Yi on Major Common Understandings Reached at the Fourth Ministerial Meeting of the China-CELAC Forum

On May 13, 2025, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi met with the press and answered questions alongside the foreign ministers of Colombia and Honduras, the co-chairs of the Community of Latin American and Caribbean States (CELAC), who also attended the Fourth Ministerial Meeting of the China-CELAC Forum.

Wang Yi said that the opening ceremony of the Fourth Ministerial Meeting of the China-CELAC Forum was successfully held this morning, with President Xi Jinping attending the event and making an important address. President Gustavo Petro of Colombia, the rotating presidency of CELAC, President Luiz Inácio Lula da Silva of Brazil, President Gabriel Boric of Chile, and President Dilma Rousseff of the New Development Bank delivered remarks. President Yamandu Orsi of Uruguay, the incoming rotating presidency of CELAC, sent a congratulatory letter. The meeting adopted the Beijing Declaration and the Joint Action Plan (2025-2027), marking a complete success. The two sides agreed on over 100 cooperation projects for the next three years. In addition, China announced 20 measures to support the LAC region's development. Wang Yi introduced the major common understandings reached at the meeting.

First, the China-CELAC Forum has achieved fruitful results over the past decade. With the dedicated nurturing of both sides, the Forum's institutional framework has been steadily improved. Four ministerial meetings and over a hundred sub-forum events covering 31 sectors have been successfully held, effectively advancing China-LAC relations. Both sides will build on this momentum to further expand cooperation areas of the China-CELAC Forum, enhance the quality of cooperation, and usher the development of the Forum into its next "golden decade".

Second, China and LAC share a common future in development. During the meeting, both sides held in-depth discussions on jointly building a China-LAC community with a shared future. President Xi Jinping pointed out that China and LAC countries are advancing hand in hand as a community with a shared future. This community is founded upon equality, powered by mutual benefit and win-win results, invigorated by openness and inclusiveness, and dedicated to the people's well-being, to which the LAC side responded positively. No matter how the international landscape may evolve or what external disruptions may arise, both sides will remain firmly committed to standing together through thick and thin.

Third, China-LAC solidarity is both timely and imperative. As global changes unseen in a century unfold at a faster pace, with intertwined and overlapping multiple risks, both China and LAC countries, as important members of the Global South and key forces in promoting a multipolar world and greater democracy in international relations, should heighten their sense of historical responsibility, strengthen solidarity and cooperation, jointly respond to global transformation and turbulence, and inject positive energy into world peace and development.

Fourth, China-LAC cooperation boasts broad prospects. Development and revitalization are our natural rights. China will continue its firm commitment to advancing high-standard opening up and sharing the vast opportunities of Chinese modernization with other countries. LAC countries are actively implementing diversified and open development strategies. By working together, China and LAC countries can build a super-large market of 2 billion people, providing new engines for their respective growth and creating fresh opportunities for global prosperity.
