
On November 21, 2025 local time, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi held the second strategic dialogue with Uzbekistan's Minister of Foreign Affairs Bakhtiyor Saidov in Tashkent.

Wang Yi noted that under the leadership of President Xi Jinping and President Shavkat Mirziyoyev, China-Uzbekistan relations have been flourishing and bearing abundant fruits, delivering satisfying outcomes for the peoples of both countries. The two sides should make full use of the strategic dialogue to implement the important common understandings reached by the two heads of state, steering the overall direction of the development of bilateral relations and coordinating cooperation across various fields, so as to build China-Uzbekistan relations into a new model of good-neighborliness, friendship, solidarity, and mutual trust between nations. Noting that China and Uzbekistan both boast rich historical and cultural heritages, Wang Yi said the development and revitalization of both nations are driven by strong internal momentum, and the friendship between the two peoples has deep roots. China has always regarded Uzbekistan as a priority in its neighborhood diplomacy and an important partner in its broader global diplomatic agenda, and China supports Uzbekistan in both pursuing a development path suited to its national conditions and the successful implementation of the "New Uzbekistan" strategy. The early realization of China's complete reunification is the shared aspiration of all Chinese people at home and abroad, and China appreciates Uzbekistan's firm commitment to the one-China principle. No matter how the international and regional landscape may change, China will continue to strengthen solidarity and cooperation with Uzbekistan and move forward toward the noble goal of building a community with a shared future.
Wang Yi said that China and Uzbekistan should follow the common understandings reached by the two heads of state, remain committed to the original aspiration of improving people's well-being, accelerate the synergy of development strategies, enhance mutual support, and open up a new future for the China-Uzbekistan all-weather comprehensive strategic partnership for the new era. Noting that China has already become Uzbekistan's largest trading partner and a major source of investment, Wang Yi expressed the belief that after Uzbekistan joins the World Trade Organization, bilateral economic and trade cooperation will embrace even greater development. China is ready to work with Uzbekistan to develop the China-Kyrgyzstan-Uzbekistan railway as a landmark project, create a diverse framework of connectivity, make in-depth progress in cooperation in sectors such as green minerals, new energy and high technology, and enhance exchanges in education, culture, tourism and other fields to further strengthen the deep friendship between the two peoples. China highly commends Uzbekistan for the remarkable achievements it has made in poverty reduction and stands ready to make full use of the China-Uzbekistan Sub-Committee on Poverty Reduction Cooperation and the China-Central Asia Poverty Reduction Cooperation Center to continue sharing its experience in poverty alleviation and rural revitalization. The two sides should make good use of the China-Uzbekistan law enforcement and security cooperation mechanism, strengthen joint efforts in combating the three forces of terrorism, separatism and extremism and transnational organized crime, and deepen cooperation on counter-interference.
Wang Yi stated that China highly appreciates Uzbekistan's active support for the Global Governance Initiative put forth by President Xi Jinping. China is ready to work with Uzbekistan to jointly implement the four major global initiatives. China looks forward to Uzbekistan’s participation in the Group of Friends of the Global Governance Initiative and the International Organization for Mediation (IOMed), and to strengthening coordination and cooperation within frameworks such as the Shanghai Cooperation Organization (SCO) and the China-Central Asia mechanism, so as to promote the building of a more just and equitable global governance system.

Bakhtiyor Saidov said that under the wise leadership of President Xi Jinping, China has made remarkable development achievements, and the Chinese people have demonstrated diligence, creativity and perseverance in the pursuit of their dreams. In the face of a complex and evolving international situation, China's firm stance, particularly its major initiatives to promote world peace and development, has become an important force for maintaining stability and progress in human society. China plays a pivotal role in East-West and South-North dialogues, and has been steadfast in safeguarding the interests of developing countries in international affairs. Its international standing continues to rise and solidify. The world needs China more than ever and global development cannot be possible without China.
Noting that a true friend is like a brother, Bakhtiyor Saidov said that China is Uzbekistan's most valued strategic partner, and that Uzbekistan is willing to forever stand shoulder to shoulder with China. The two countries share similar views of the world, uphold a people-centered philosophy, and are both deepening reforms. The foreign ministers' strategic dialogue mechanism, established at the decision of the two heads of state, fully reflects the high level of the Uzbekistan-China all-weather comprehensive strategic partnership for the new era. Uzbekistan is grateful for China's strong support in improving its people's livelihoods and reducing poverty and is willing to actively draw on China's successful experience in state governance, strengthen high-level exchanges with China, expand bilateral trade, deepen Belt and Road cooperation, advance the construction of the China-Kyrgyzstan-Uzbekistan railway, and broaden cooperation in emerging fields such as green development and high and new technologies, while jointly combating the three forces of terrorism, separatism and extremism. Uzbekistan firmly abides by the one-China principle, opposes "Taiwan independence" separatist activities and groundless interference by external forces, and supports China in achieving national reunification.
Bakhtiyor Saidov said that the Global Governance Initiative proposed by President Xi Jinping meets the needs of the times and helps address the lack of consensus and trust deficit in the international community. Uzbekistan fully supports the four global initiatives and is willing to join the Group of Friends of the Global Governance Initiative, further strengthen communication and cooperation with China on international and regional affairs, and closely coordinate within the frameworks of the China-Central Asia mechanism and the SCO. Uzbekistan is accelerating domestic procedures with the goal of joining the IOMed by the end of the year, and is also willing to participate in the World Artificial Intelligence Cooperation Organization and become one of its founding members.

After the talks, the two sides issued the Joint Press Release on the Second Strategic Dialogue between the Foreign Ministers of China and Uzbekistan, and signed the Cooperation Plan between the Ministries of Foreign Affairs of China and Uzbekistan for 2026-2027.
