The First China-Tajikistan Foreign Ministers' Strategic Dialogue Held Successfully in Dushanbe

On November 22, 2025 local time, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi held the first strategic dialogue with Tajikistan's Minister of Foreign Affairs Sirojiddin Muhriddin in Dushanbe. The two sides had in-depth communication on implementing the common understandings between the two heads of state and deepening mutually beneficial cooperation, reached broad consensus and jointly launched the China-Tajikistan foreign ministers' strategic dialogue mechanism.

Wang Yi said that China and Tajikistan are good friends and good partners connected by mountains and rivers. Under the strategic guidance of President Xi Jinping and President Emomali Rahmon, China-Tajikistan relations have continuously reached new heights. The two heads of state met twice this year and made new plans for the development of bilateral relations. China is ready to work with Tajikistan, guided by the common understandings of the two heads of state, to view and develop bilateral relations from a strategic perspective, carry forward everlasting friendship and promote high-quality Belt and Road cooperation, so as to make new progress in advancing the China-Tajikistan comprehensive strategic cooperative partnership in the new era.

Wang Yi briefed Sirojiddin Muhriddin on the fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC), noting that the scientific formulation and steady implementation of five-year plans are important experiences of the CPC in state governance and a major political advantage of socialism with Chinese characteristics. An increasing number of countries recognize China's governance model and hope to strengthen the exchange of experiences. China is confident in realizing its second centenary goal as scheduled, and its high-quality development and high-standard opening up will provide new development opportunities and create new cooperation prospects for Tajikistan and other countries. In the face of the complex and volatile international situation, launching the strategic dialogue mechanism between the two sides is timely and conducive to enhancing strategic communication, consolidating strategic mutual trust, jointly addressing new challenges and risks, maintaining international and regional peace and stability, and injecting new momentum into building an even closer China-Tajikistan community with a shared future. To this end, Wang Yi put forward five suggestions:

First, render steadfast mutual support. This is the core essence and distinctive feature of the China-Tajikistan comprehensive strategic cooperative partnership in the new era. China will, as always, support Tajikistan in following a development path suited to its national conditions and in taking all measures to safeguard national security and development, and opposes any external interference in Tajikistan's internal affairs under any pretext. No matter how the international situation evolves, China will remain Tajikistan's trustworthy and reliable partner. Wang Yi expressed appreciation for Tajikistan's firm support on issues concerning China's core interests, including the Taiwan question. China will never allow right-wing forces in Japan to turn back the wheel of history, never permit external forces to meddle in China's Taiwan region, and never allow Japanese militarism to stage a comeback. China will work with all parties to uphold the international consensus on the one-China principle and jointly safeguard the outcomes of the victory of World War II.

Second, advance mutually beneficial cooperation. The two sides should continue expanding trade and investment and fully leverage such platforms as the China-Tajikistan intergovernmental committee on economic and trade cooperation. China is willing to increase its imports of quality agricultural products from Tajikistan and encourages capable Chinese enterprises to invest in Tajikistan. The two sides should deepen cooperation in connectivity, expand mineral resource development, and implement the China-Tajikistan key mineral investment cooperation document, as well as the memorandum of understanding on green mining cooperation between China and Central Asia.

Third, deepen people-to-people and cultural exchanges. Both sides should make full use of various platforms, including Confucius Institutes, Luban Workshop, Traditional Chinese Medicine Center, and the Health Express Center for Blindness Prevention, and speed up the establishment of cultural centers in each other's countries. The two sides should energize sub-national cooperation, enhance sister-city exchanges, and pool more strength for promoting the development of China-Tajikistan friendship.

Fourth, strengthen security cooperation. China and Tajikistan are strategic partners that share both security and risks. The two sides should jointly address various risks and challenges, implement the memorandum of understanding on jointly promoting cooperation under the Global Security Initiative, carry out solid bilateral joint patrols, prevent the infiltration and spread of terrorist forces, and build a strong security shield for the development of both nations.

Fifth, keep close multilateral collaboration. China supports Tajikistan in playing a greater role in the United Nations (UN) and other multilateral platforms, and stands ready to work with Tajikistan to jointly implement the four major global initiatives, uphold the UN-centered international system, and strengthen cooperation within the Shanghai Cooperation Organization and the China-Central Asia mechanism. China welcomes Tajikistan's decision to join the International Organization for Mediation (IOMed). 

Sirojiddin Muhriddin said that Tajikistan and China are friendly neighbors and sincere friends, as the bilateral relationship has always been grounded in mutual understanding, trust and support. Under the strategic guidance of the two heads of state, Tajikistan-China relations have maintained sound development, and cooperation in various fields has achieved positive results. He thanked China for its long-standing valuable support for Tajikistan's development. Tajikistan is willing to work with China to fully implement the important common understandings between the two heads of state, enhance exchanges at all levels, advance Belt and Road cooperation, deepen cooperation in such fields as economy, trade, investment, connectivity and green mining, and expand people-to-people and cultural exchanges to better benefit the two peoples. Tajikistan firmly abides by the one-China principle, steadfastly supports China's solemn position on the Taiwan question, and staunchly supports China in safeguarding sovereignty and territorial integrity and in realizing complete national reunification. The Global Governance Initiative (GGI) proposed by President Xi Jinping reflects the vision and responsibility of a world-class leader. Tajikistan fully supports the GGI and is willing to work with China to jointly implement the four major global initiatives. Tajikistan has decided to join the IOMed.

The two sides also exchanged views on the Afghan issue. Wang Yi said that Afghanistan is and will always be a common neighbor of China and Tajikistan. With a view to regional peace and stability, China is willing to continue strengthening coordination with Tajikistan on the Afghan issue, and support Afghanistan in its efforts for reconstruction and development.

After the dialogue, the two sides issued the Joint Statement of the First Strategic Dialogue between the Ministers of Foreign Affairs of the People's Republic of China and the Republic of Tajikistan.
