Q: British Foreign Secretary William Hague is quoted as saying that 20 military advisors will be sent to the opposition-controlled region of Benghazi. He also stresses that these officers will not get involved in any combat but are dispatched to protect civilians. Does China consider this move violates relevant UN Security Council resolution?

A: We have noted relevant reports. China believes that the UN Security Council assumes primary responsibility for safeguarding international peace and security and all relevant parties should act in strict accordance with its resolutions. China disapproves of any action that goes beyond the authorization of the UN Security Council.
